BBC announces local radio station cuts

BBC local radio stations will have a significant number of programmes cut under new plans, the corporation has announced.

All 39 networks in England will keep their current schedule from 6am to 2pm, but after that shows will be shared.

There will be 10 local programmes between 6-10pm on weekdays, across the day on Saturday, as well as on Sunday mornings.

Live sports programming will not be affected.

There will be one "all-England" show from 10pm across the week, and on Sunday afternoons.

These changes will result in the closure of about 48 staff posts, with the BBC explaining it wants to prioritise digital content.

The BBC is also creating 11 investigative reporting teams across the country, focusing on key local issues across TV, radio and online. It also said it would deliver "a wider range of local audio programming through BBC Sounds".

Rhodri Talfan Davies, director of Nations, said: "These are ambitious and far-reaching proposals to grow the value we deliver to local audiences everywhere.

"The plans will help us connect with more people in more communities right across England - striking a better balance between our broadcast and online services - and ensuring we remain a cornerstone of local life for generations to come."

The most recent listening figures published show a slight change in recent audience numbers listening to local radio in England.

Rajar, the industry body, says 5.8m listened for at least five minutes in September 2022, compared with 5.6m in 2019 and 6.7m in 2012.

"That's more than Radio 1, more than 5 Live and a little bit less than Radio 2 so there's clearly still a desire for it," Paul Siegert, a spokesperson for the National Union of Journalists told the BBC.

"The moment it stops becoming local it becomes less popular. It has to stay local, people in Cornwall don't care what's going on in Devon."

Philippa Childs, head of the Broadcasting, Entertainment, Communications and Theatre Union (Bectu), added: "Just last month we saw how important public service broadcasting and local radio are to our democracy via prime ministerial interviews.

"This disappointing move reinforces the need for a licence fee that keeps pace with inflation and enables long-term planning and stability."

Earlier this year the BBC's director general Tim Davie warned services would need to be cut to make savings.

The licence fee was frozen for the next two years by the government in January.

The £159 a year sum from households pays for BBC services including TV, radio, the BBC website, podcasts, iPlayer and apps.

Wider BBC savings of £500m have previously been announced, with CBBC and BBC Four also scheduled to move online in the future.

There are also plans to replace the BBC News Channel and BBC World with one rolling news network.

Last month the broadcaster proposed ending radio broadcasts for 10 language services, although it said it will move services online.

The BBC says it will protect local news bulletin services across all local stations and will boost its online news offer.

It also announced the planned closure of distinct Oxford and Cambridge TV news programmes will go ahead.

Highlights of Solar and Geomagnetic Activity 24 - 30 October 2022

Solar activity was at low levels during the period. Weak to moderate levels of C-class activity were observed from Regions 3126 (S10, L=233, class/area Dai/160 on 25 Oct), 3130 (S25, L=185, class/area Dao/090 on 27 Oct), 3131 (N23, L=111, class/area Cso/190 on 27 Oct), 3133 (N26, L=095, class/area Dao/140 on 28 Oct) and 3135 (N27, L=063, class/area Eao/160 on 30 Oct). No Earth-directed CMEs were detected during the period. 

No proton events were observed in geosynchronous orbit.

The greater than 2 MeV electron flux at geosynchronous orbit was at normal to moderate levels on 24-29 October. High levels were observed on 30 Oct with a peak flux of 3,715 pfu observed at 30/1735 UTC. 

Geomagnetic field activity was at quiet to G1 (Minor) storm levels during the period. Quiet to unsettled levels were observed from 24-27 October. Activity levels increased from unsettled to active on 28 October, unsettled to G1 (Minor) storm levels on 29 October and quiet to active levels on 30 October. The increase in activity on 28-30 October was due to positive polarity coronal high-speed stream effects. 

Forecast of Solar and Geomagnetic Activity 31 October - 26 November 2022

Solar activity is expected to be at very low to low levels on 31 Oct - 02 Nov and 18 - 26 Nov. There is a slight chance for M-class activity on 03 - 17 Nov due to the return of previously active regions with M-class flare history. 

No proton events are expected at geosynchronous orbit.

The greater than 2 MeV electron flux at geosynchronous orbit is expected to be at moderate to high levels on 31 Oct - 09 Nov and 26 Nov. Low to moderate levels are expected on 10 - 25 Nov. 

Geomagnetic field activity is expected to be at unsettled to active levels on 31 Oct - 06 Nov, 10-12 Nov, 18-19 Nov, and 24-26 Nov. G1 (Minor) geomagnetic storm levels are possible on 05, 18, and 25 Nov. This elevated level of activity is in anticipation of multiple, recurrent CH HSSs. The remainder of the outlook period is likely to be at mostly quiet levels.

FRSH plans broadcast on 30 October

The wait is almost over: on Sunday, October 30th 09.52 CET sharp, the Free Radio Service Holland will be back on the airwaves celebrating 42 years of independent free radio on shortwave.

On Sunday October 30th, the Free Radio Service Holland will take to the airwaves celebrating 42 years of shortwave free radio. 

On this occasion, programmes will commence at 08:52 UTC/ 09:52 CET and close down will be at 13:35 UTC/ 14:35 CET . Following close down the full programming might be repeated (if so only on 7700 and/or 9335 kHz!). Programmes will be aired on 7700//9335 and 6185 kHz. . 

Expect the familiar FRS format: great music, various (surprising) radio-related items, FRS memories, listener's mail and of course DX news. We haven't included details in the programme schedule below because...we'd like to surprise you!

Because of the high number of letters/ e-mails we received following our July/August Summer Splash, our good old International Listeners' Letter Show will be revived for this occasion! In the 1980s it used to be part of our programming. Mike Taylor who used to do the Mailbag Show on E.M.R., will host the I.L.L.S. Tune in on Sunday, October 30th...it will be great Sunday entertainment and more than worthwhile! 
And: for this special occasion only, a brand new QSL card is available, printed in full colour on heavy high quality paper.

THIS WEEK'S PROGRAM - (First broadcast this coming FRIDAY by WRMI at 0200 UTC on 5850 and then Channel 292 on SATURDAY at 10:00 UTC on 6070 and 9670 kHz) - starts with Alfred Brenel playing part of the Italian Concerto by Bach.
Then we have some Stravinsky arranged for piano and violin followed by part of Visions of Arctic by Eriks Esenvalds. Something new from the ever-original Caroline Shaw next, a lullaby from contemporary Latvian Composer Karlis Lacis, and The Witch of Endor; written and performed by Moondog. The Program ends with two subtle piano pieces by Lili Boulanger and a Baroque piece featuring the bassoon from Jan Dismas Zelenka.

Highlights of Solar and Geomagnetic Activity 17 - 23 October 2022

Solar activity was at low levels. The spotted regions across the visible disk were either simple or only moderately complex. The result was a peak of C-class X-ray activity with a recorded max of C6.4 from a region around the NW limb. 

Other activity included a filament eruption centered near S28E32 with a subsequent CME signature in the NW beginning at 22/2224 UTC. The CME is unlikely to have an Earth-directed component. Two other filaments erupted, centered near S45E60 around 23/1421 UTC and near S30E90 around 23/1604 UTC in SUVI 304 imagery. Analysis and modeling is ongoing at the time of this writing. No other CMEs observed appeared to have an Earth-directed component. 

No proton events were observed at geosynchronous orbit.

The greater than 2 MeV electron flux at geosynchronous orbit was normal to moderate levels on every day except 20 Oct, when it briefly reached high levels. 

Geomagnetic field activity was at quiet to G1 (Minor) geomagnetic storm levels. G1 levels were observed on 22 Oct due to the onset of a CIR ahead of a negative polarity CH HSS. Active levels were observed 23 Oct in response to the subsequent high-speed stream.  Unsettled levels were observed on 20 Oct and 17 Oct due to brief periods of southward Bz. The remainder of the summary period was at quiet levels. 

Forecast of Solar and Geomagnetic Activity 24 October - 19 November 2022

Solar activity is expected to be low or very low levels throughout the outlook period. There is a slight chance for M-class activity (R1-R1 Minor-Moderate) on 27 Oct - 10 Nov due to active regions with M-class flare history that are scheduled to return to the visible disk. 

No proton events are expected at geosynchronous orbit.

The greater than 2 MeV electron flux at geosynchronous orbit is expected to be moderate to high levels. High levels are anticipated on 24 Oct - 28 Oct and 31 Oct - 06 Nov due to multiple recurrent CH HSSs. Moderate levels are likely for the remainder of the outlook period. 

Geomagnetic field activity is expected to be at quiet to G1 (Minor) geomagnetic storm conditions. G1 levels are likely on 24 Oct, 29-30 Oct, 10-11 Nov, and 18-19 Nov; active levels are likely on 25 Oct, 31 Oct - 02 Nov, and 12 Nov; unsettled levels are likely on 28 Oct. All elevated levels of geomagnetic activity are anticipated in response to multiple, recurrent CH HSSs. The remainder of the outlook period is likely to be at mostly quiet levels.

Russia's Liberal Radio Station 'Echo Of Moscow' Finds New Home In Germany

"Ekho Moskvy" radio, considered one of the last independent voices in Russia, in early March joined the ranks of media outlets forced to halt operations.


Berlin: Taken off-air shortly after Russia's invasion of Ukraine, the liberal Echo of Moscow radio station has found a new home in Berlin from where it has resumed the fightback against President Vladimir Putin's propaganda.
"Ekho Moskvy" radio, considered one of the last independent voices in Russia, in early March joined the ranks of media outlets forced to halt operations in the face of an unprecedented crackdown by the Kremlin over coverage of the war.

A number of the station's employees left Russia in the wake of the clampdown, including deputy editor-in-chief Maxim Kurnikov who has made a new life in the German capital along with several former colleagues.

Others have headed for Latvia, Lithuania, and Georgia.

Despite being scattered across Europe, there was never a question of staying silent on the Ukraine conflict or events inside Russia.

Since earlier this month, Kurnikov and his team have restarted their broadcasts on an app simply called "Echo".

"It works just like a radio," Kurnikov told AFP, claiming that the app was fast becoming one of the top downloads in Russia.

Description:

Ghosts in the Air Glow: is a transmission art project working with the HAARP Ionospheric
Research Instrument to mix audio and images at the liminal boundaries of earth’s atmosphere and outer
space. Composition No. 2 is a half-hour transmission artwork that will be transmitted four times from the HAARP Ionospheric Research Instrument during the October 2022 research campaign. The Air glow and Luxembourg experiments will be paired with the AM modulation of Narrow Band Television (NBTV) video art, spoken word, and sound art created by Amanda Dawn Christie.

As a citizen science experiment to learn more about propagation, shortwave listeners from around the world are invited to tune in and submit reception reports in exchange for QSL cards. Transmission frequencies will be listed on the project’s new website, designed by Co & Co:
www.ghostsintheairglow.space . Reception reports can be submitted using the online form which is also on the website.

For those who do not have access to shortwave radio equipment, the project will also be streamed live on the home page of the project’s website. This allows people to tune in online from anywhere in the world. The live streams will be sent from receptions on the ground in Gakona. There are frequently two frequencies transmitted simultaneously, and as such there are two videos embedded side by side (one for each frequency) that can be viewed simultaneously.

The first tests for this project, designated as Composition No. 1 included a full hour of audio and SSTV images were transmitted four times during the March 2019 campaign. The project will culminate with a third and final artwork, Composition No. 3 to be transmitted sometime in 2023. The October 2022 transmission also serves as a test for a new web form built to receive and manage reception reports. The new website for this project, beautifully designed by Co&Co, includes a web form for submitting reception reports that will automatically populate a searchable database with information for archiving in the repository.

Ghosts in the Air Glow is being created with support from the Canada Council for the Arts. HAARP is a phased array of 180 HF crossed-dipole antennas spread over 33 acres of land in Alaska. The site was built in the 1990s and was a jointly managed program of the United States Air Force and the United States Navy. Responsibility for the HAARP facilities and equipment formally transferred from the military to UAF in 2015, the goal of the research at HAARP is to conduct a fundamental study of the physical processes at work in the very highest portions of our atmosphere, called the thermosphere and ionosphere. Since 2015, the bulk of the research experiments conducted at HAARP are in plasma physics. However, there is a great deal of potential for research in radio propagation. Very few experiments have
been done with transmitting audio and images.

Amanda Dawn Christie is an interdisciplinary new media artist who makes film, installation, performance, and transmission artworks. Over the past decade, her works have been presented on five
continents by various galleries, museums, festivals, broadcasters, and research facilities. Concepts and
themes explored in her work focus primarily on the relationship between the human body and analog
technology in a digital age. 

She spent the last decade working on various projects related to shortwave radio and the RCI (Radio Canada International) shortwave transmission site. These include Spectres of Shortwave —a two-hour experimental documentary film as well as several accompanying gallery installations, sculptures, and photo series —and Requiem for Radio —a one-hour interdisciplinary performance comprised of five parts, including interactive instrument design, international shortwave simulcasts, and theatrical performance. 

Both Spectres of Shortwave and Requiem for Radio were created with the support of Arts NB and the Canada Council for the Arts. Christie completed her MFA at the SFU School for the Contemporary Arts, and most recently worked as Assistant Professor in Studio Art: Intermedia (Video Performance, and Electronic Arts) at Concordia University in Montreal. She is currently based in the Atlantic region of Canada. Ghosts in the Air Glow is generously supported by funds from the Canada Council for the Arts.

Shortwave Radiogram schedules, Friday-Tuesday

 


Hello friends

WRMI has restored several of its frequencies after damage to its antennas by Hurricane Ian. Unfortunately, last weekend, most of the frequencies used by Shortwave Radiogram were not among the frequencies back on the air. We will not repeat program 274 for a third weekend but will present a new show. If you missed program 274, the audio file is here, and a video of reception on WINB's 9265 kHz, provided by Scott in Ontario, is here.  

Shortwave Radiogram may still not be available on all its WRMI frequencies this weekend. As I type this, according to emails from WRMI, 5850, 7780, and 15770 kHz have not returned. The frequency 7730 kHz is back on the air but perhaps not at full power. Updates will be available at Twitter @SWRadiogram or twitter.com/swradiogram.

WRMI is asking for donations to help with the substantial cost of repairing it antennas and feedlines. A GoFundMe page has been established. Iran has lately stepped up its blocking of the internet. This weekend, we will demonstrate the ability to use radio -- shortwave radio in this case -- to transmit text in Persian. It will be a brief excerpt from Deutsche Welle.

As mentioned above, a video of Shortwave Radiogram program 274  is provided by Scott in Ontario (Thursday 2330 UTC). The audio archive is maintained by Mark in the UK. The analysis is prepared by Roger in Germany.

New edition: IRCA Mexican Log (Fall 2022), now available

 

The IRCA Mexican Log, 25th Edition (Fall 2022), compiled by Tim Hall, lists all AM stations in Mexico by frequency, including call letters state, city, day/night power, slogans, schedule in UTC/GMT, formats, networks, and notes. The call letter index gives call, frequency, city, and state. The city index (listed by state, then city) includes frequency, call, and day/night power. The transmitter site index (listed by state, then city) tabulates the latitude and longitude of transmitter sites.

Also, in this edition, there is a spreadsheet with links to websites, live broadcasts, and the Facebook pages of many of the Mexican stations. This is an indispensable reference for anyone who hears Mexican radio stations.

Highlights of Solar and Geomagnetic Activity 03 - 09 October 2022

Solar activity ranged from low to moderate levels during the period. C-class flares were the primary background from 03-09 October due to activity from numerous active regions. More notable were the few M-class flares that occurred during the period. An M2.6 on 03 Oct at 0233 UTC from Region 3112 (N23E46, Fkc/Beta-Gamma-Delta), with an associated Tenflare of 170 sfu, was the first of the reporting period followed by an M4.2 at 1011 UTC from Region 3110 (N18W65, Dai/Beta), which was the largest of the period. 

Next were an M1.5 at 1111 UTC and a M1.6 at 1530 UTC from Regions 3110 and 3112 respectively. Region 3110 (N18W79, Dai/Beta) continued to be active on 04 Oct with an M1.6 flare at 1308 UTC, which came with an associated Type IV Radio Emission at 1307 UTC. The subsequent CME from this event was determined to be off the Sun-Earth line. Activity simmered down slightly 05-06 Oct with only C-class level activity. On 07 Oct Region 3116 (N29W00, Dai/Beta) produced an M1 flare at 1444 UTC. Other notable activity on 07 Oct included an approximately 20-degree-long, eruptive filament near the NW limb at 0706 UTC. This event was determined to have a glancing impact, mostly ahead of Earth on 12 Oct. Activity decreased slightly once more on 08 Oct with Region 3112 (N22W16, Fki/Beta-Gamma-Delta) returning to prominence with a C6.6 flare at 0040 UTC. Activity continued at C-class levels over the course of 09 Oct with a CME observed emerging from the SE limb around 0200 UTC which was determined to be a miss south of Earth. 

No proton events were observed at geosynchronous orbit.

The greater than 2 MeV electron flux at geosynchronous orbit was at normal to moderate levels 03-04 Oct. High levels were reached in response to positive polarity CH HSS effects 05-09 OCt with a peak flux of 3,560 pfu observed on 08 Oct at 1640 UTC. 

Geomagnetic field activity was primarily quiet to active with an isolated G1 (Minor) storming period observed on 03 Oct. The aforementioned stormy period occurred late on 03 Oct in response to positive polarity CH HSS effects coupled with a likely CME arrival from the 28 Sep event. Quiet to active conditions then continued under sustained fast solar wind through 07 Oct. Quiet to unsettled conditions dominated 08 Oct. Active conditions returned 09 Oct as faster solar wind renewed itself under seemingly positive polarity CH HSS influence. 

Forecast of Solar and Geomagnetic Activity 10 October - 05 November 2022

Solar activity is expected to be low with a chance for M-class flares and a slight chance for X-class flares 10-15 Oct. Probabilities will decrease slightly 16-17 Oct, but a chance form M-class flares will remain. A slight chance for X-class flares is expected to return on 18 Oct with the return of an old active region. Probabilities will remain elevated through 31 Oct until the aforementioned, anticipated returning region once again exits the visible disk. Relatively low solar activity is then expected for the remainder of the forecast period. 

A slight chance for solar radiation storms is expected to be present 13-14 Oct as Region 3112 exits the western limb and for 29-31 Oct as another anticipated, returning region rotates into a favorable position as well. 

The greater than 2 MeV electron flux at geosynchronous orbit is expected to remain at high levels through 14 Oct and then return once again 28 Oct - 05 Nov due to recurrent positive polarity CH HSS effects. Normal to moderate levels are expected for 15-27 Oct. 

Geomagnetic field activity is likely to reach G1 (Minor) storming levels on 10 Oct in response to CH HSS influence. Unsettled to active levels are anticipated for 11-12 Oct due to continued CH HSS effects and possible glancing influence from the 07 Oct CME event. Active conditions are expected 15-16 and 20-21 Oct due to recurrent, negative polarity CH HSSs. Unsettled to active levels are expected 27 Oct - 05 Nov, with isolated G1 (Minor) storming periods possible 30 Oct and 05 Nov, due to recurrent, positive polarity CH HSSs. Mostly quiet levels are expected to prevail 13-14 Oct, 17-19 Oct and 22-26 Oct.

Scandinavian Weekend Radio set for October broadcast

 

Following a summer break, plus antenna issues, Scandinavian Weekend Radio (SWR) will air its monthly broadcast on the first weekend of October. The transmitter site is located in Virrat, in the Upper Tampere Region, Liedenpohja village. SWR broadcasts mainly on the first Saturday of every month for 24 hours on shortwave, mediumwave, and FM starting 00:01 local time, UTC +2h (Summer +3h)

The station offers an alternative for radio operations that are interested in the opportunity to participate in private radio. The station is free of playlists, and it contributes to the radio hobby.

Highlights of Solar and Geomagnetic Activity 26 September - 02 October 2022

Solar activity ranged from low to high levels during the period. Low levels occurred from 26-29 Sep with numerous C-class flares observed from Regions 3105 (S17, L=210, class/area Dki/490 on 22 Sep), 3107 (S25, L=113, class/area Fai/240 on 24 Sep) and 3112 (N23, L=052, class/area Fki/750 on 02 Oct), the largest region on the disk. The largest of these flares was a long-duration C5.5 from Region 3112. 

Activity increased to moderate levels with three M-class flares from Region 3112 including an M2.9 at 30/1622 UTC. No Earth-directed CMEs were detected with these flares. Activity levels further increased to high with an M5.8/1b flare observed on 01/2010 UTC from Region 3110 (N16, L=158, class/area Dhi/320 on 25 Sep). Analysis and modeling of the subsequent CME indicated a possible Earth-directed component. In addition, a slow rise and fall C3.5 x-ray event, with an associated filament eruption, was detected from Region 3113 (N16, L=154, class/area Dao/100 on 01 Oct). Analysis and modeling of the subsequent CME indicated a possible Earth-directed component. 

High levels continued with M-class activity from Regions 3110 and 3112, the largest of these was an M8.7/1n from Region 3110. Associated with this event was a Type IV, a Tenflare (190 sfu), and a possible Earth-directed CME. Late on 02 Oct, the largest event of the highlight period was observed from Region 3110, an X1.0 with an associated Type II (1157 km/s) and 420 sfu Tenflare. Also associated with this event was a CME that had not been analyzed as of this writing. 

The greater than 2 MeV electron flux at geosynchronous orbit was at high levels on 26 Sep with a peak flux of 2,640 pfu observed at 26/1640 UTC. The greater than 10 MeV proton flux at geosynchronous orbit was slightly elevated to near 2 pfu on the 27th and near 1 pfu on 01 and 02 Oct due to major flare activity. 

Geomagnetic field activity ranged from quiet to major storm levels. Mostly quiet levels were observed on 26 Sep. By 27 Sep, levels increased to unsettled to major storm due to negative polarity CH HSS effects coupled with CME effects from 24 Sep. Mostly quiet levels were observed on 28-29 Sep. Unsettled to active levels were observed on 30 Sep due to positive polarity CH HSS effects. Quiet levels returned on 01 Oct through midday or so on 02 Oct. Later on 02 Oct, unsettled to minor storm levels were observed due to positive polarity CH HSS effects. 

Forecast of Solar and Geomagnetic Activity 03 October - 29 October 2022

Solar activity is expected to be low with M-class flares likely and a chance for X-class from 03-14 Oct and again from 18-29 Oct due to current active regions on the visible disk and returning active regions. Low levels are expected during the interim dates from 15-17 Oct. 

A chance for proton events at geosynchronous orbit is possible from 03-14 Oct and again from 18-29 Oct due to current active regions on the visible disk and returning active regions. No proton events are expected during the interim dates from 15-17 Oct. 

The greater than 2 MeV electron flux at geosynchronous orbit is expected to be at mostly normal to moderate levels during the outlook period. 

Geomagnetic field activity is expected to be at minor to major storm levels on 03-05 Oct due to combined positive polarity CH HSS and CME effects. Unsettled levels are possible on 10 Oct, 15-16 Oct and 20-21 Oct with active levels possible on 15-16 Oct, all due to recurrent CH HSS effects.

WRMI continues restoration and repairs

 


Restoration efforts continue today at WRMI. Engineers were trying to fix the transmission lines for transmitter 5 (9455 kHz) this morning, but the ground is very wet, muddy, and swampy, and two trucks have become stuck in the swamp. 


So they are going to try to get the transmission lines fixed for transmitter 6 (9395 kHz) next. So far we still have only 5950 kHz on the air, and it's on 24 hours per day. Our Internet stream with the 9955 kHz programming is also operational (www.wrmi.net).
