This week's guest in Flatlanders is Jan Dirk de Jong of the Institute for Migration and Ethnic Studies at the University of Amsterdam.

For the past seven years, he has been studying what are known in Holland as "troublesome youths", teenagers and young men, mostly of Moroccan and Antillean descent. They often hang out on the streets and squares of Holland's main cities, where they get involved in petty crime. Increasingly, Dutch society is viewing these immigrant youths as a threat. Mainstream political parties are calling for ever harsher measures to deal with them, but de Jong believes their problems are complex, and we should take a more nuanced approach to dealing with them.

"Sinking, Swimming or Simply Paddling"

The term "failed state" first emerged in the 1990s. Today it is being used more and more frequently to refer to countries such as Somalia, Haiti, and the Democratic Republic of Congo.

According to the US National Security Council, "America is threatened less by conquering states than by failing ones". An independent research organisation, the Fund for Peace, has even begun issuing an annual report that ranks weak and failing states.
