Shortwave Radiogram schedules

Hello friends

I missed most of last weekend's show (program 293) while my wife and I were in Florida for a family gathering. Thanks to Al @WD4AH_Al and Mitch @Plano26 for monitoring the @SWRadiogram Twitter during my absence.

In a sure sign of spring, last night I heard thunder and saw some lightning deep in the clouds. But they say that, here in the DMV (DC-Maryland-Virginia), there will be some cold weather in March, and maybe even some snow.  That's OK with me: I'm in no hurry for summer.

A video of last weekend's Shortwave Radiogram (program 293)  is provided by Scott in Ontario (Friday 1300 UTC). The audio archive is maintained by Mark in the UK.

Here is the lineup for Shortwave Radiogram, program 294, 3-6 March 2023, in MFSK modes as noted:

 1:34  MFSK32: Program preview
2:39  MFSK32: Liquid nitrogen may remove Moon dust*
8:28  MFSK64: How to keep time on the Moon
14:26  MFSK64: This week's images*
28:31  MFSK32: Closing announcements

RUV Iceland longwave announces upcoming closure

The following is from Tom Kamp on the A-DX list (translated from German by TR using Google):

I'm shocked: "RUV 207 kHz is currently broadcasting a loop about the termination of transmissions on this frequency," writes Guido Schotmans in the Benelux DX Club Facebook group. And refers to the following report:

It reads that at 3:11 p.m. today, the RÚV long-wave transmitter on Eidar ended its mission. Now only the message is sent there that the RÚV broadcast on this frequency has been switched off. On Wednesday, the long-wave mast is scheduled to fall on Eidar, the country's third-tallest structure, 218 meters high.

For the time being, it will continue to be broadcast on long wave from Gufuskálar, but VHF will also completely take over the role of security broadcasting there.

RÚV's announcement states that the equipment required to maintain existing masts is very expensive and radios that receive LW are rare.

The change is made in cooperation with the rescue services and civil protection. The development of the VHF transmitter chain at less frequented locations started in 2017 and is progressing well. Transmitters were placed in the highlands, as well as large transmitters in key locations for seafarers. Backup power systems reduce the risk of radio interruptions due to weather and power outages. Over the next two years, the VHF system will be further focused on the longwave transmitter service area in Gufuskálar, which is expected to be decommissioned next year.
(posted by Tom Kamp to A-DX list, 27 February 2023)

Tom later added: VHF certainly means VHF marine radio here.

Highlights of Solar and Geomagnetic Activity 20 - 26 February 2023

Solar activity reached high levels this week. A total of nine R1 (Minor) events and two R2 (Moderate) events were observed this period. Region 3229 (N26, L=34, class/area=Ekc/310 on 20 Feb) produced two significant flares which were followed by proton flux enhancements and subsequent Earth-directed CMEs. The first event was a long-duration M3/2b flare at 24/2030 UTC with Type-II (1,204 km/s) and Type-IV radio emissions. Shortly following the flare, the greater than 10 MeV proton flux became enhanced, reaching a peak flux of 3 pfu observed at 24/2355 UTC, but did not exceed the event threshold.

The associated CME arrived at Earth beginning at around 26/1845 UTC. The second flare of note from Region 3229 was a long-duration M6/3n flare at 25/1944 UTC with Type-II (528 km/s) radio emissions observed. Shortly following this second flare, the greater than 10 MeV proton flux exceeded the S1 (Minor) solar radiation storm threshold at 25/2110 UTC, and reached a peak flux of 58 pfu at 26/0440 UTC. The partial-halo CME from the M6 flare was determined to have an Earth-directed component and is expected to arrive late on 27/early on 28 Feb.

The greater than 10 MeV proton flux became slightly enhanced late on 24/early on 25 Feb following an M3 flare at 24/2030 UTC from Region 3229. A peak flux of 3 pfu was observed at 24/2355 UTC before flux values slowly decreased to around 1 pfu. An additional enhancement of the greater than 10 MeV proton flux was observed shortly following an M6 flare at 25/1944 UTC from Region 3229. This second proton enhancement exceeded the S1 (Minor) solar radiation storm threshold at 25/2110 UTC, and a peak flux of 58 pfu was observed at 26/0440 UTC. Proton flux values began decreasing over the latter half of 26 Feb, but remained near the 10 pfu event threshold.

The greater than 2 MeV electron flux at geosynchronous orbit was normal to moderate throughout the week.

Geomagnetic field activity was quiet to unsettled on 20 Feb, and quiet to active on 21 Feb, in response to positive polarity CH HSS influence. Quiet conditions prevailed on 22 Feb. G1 (Minor) storm conditions were observed on 23 Feb due to the passage of a CME.

Quiet to unsettled levels were observed over 24-25 Feb, with negative polarity CH HSS influences observed on 25 Feb. G2 (Moderate) storm conditions were observed late on 26 Feb due to a combination of negative polarity CH HSS influences as well as the arrival of the 24 Feb CME. An interplanetary shock (34 nT as measured by Fredericksburg magnetometer) associated with the arrival of the 24 Feb CME was observed at 26/1845 UTC in solar wind data. Following the shock, total magnetic field strength values increased to 21 nT and the Bz component reached -18 nT, solar wind speeds increased to a peak of 756 km/s, and solar wind density increased to 32 ppcm.

Forecast of Solar and Geomagnetic Activity 27 February - 25 March 2023

Solar activity is expected to be elevated throughout the outlook period. A number of regions with a history of producing M-class and X-class flares are expected to return and transit the solar disk over the course of the next 27 days.

The greater than 10 MeV proton event that began at 25/2110 UTC decreased below event threshold at around 27/0000 UTC, but the S1 (Minor) solar radiation warning remains in effect as flux values remain elevated. The anticipated arrival of the 25 Feb CME late on 27 Feb is likely to cause an additional proton flux enhancement as particles are accelerated ahead of the CME. No other proton events are expected during the outlook period, barring additional significant flare activity.

The greater than 2 MeV electron flux at geosynchronous orbit is expected to be normal to moderate on 27-28 Feb, and 14-25 Mar. High flux levels are likely on 01-13 Mar following enhanced solar wind conditions and elevated geomagnetic field activity.

Geomagnetic field activity is likely to reach G3 (Strong) storm levels on 27 Feb, and G2 (Moderate) storm levels on 28 Feb, due to a combination of negative polarity CH HSS influence and the anticipated arrival of the 25 Feb CME. G1 (Minor) storms are likely on 06 Mar due to recurrent negative polarity CH HSS influence. Active conditions are likely on 01, 05, 07, 15, and 25 Mar due to multiple, recurrent CH HSSs. Quiet and quiet to unsettled conditions are expected to prevail throughout the remainder of the outlook period.

Additional information on talksport's future

 https://www.ofcom.org.uk/__data/assets/pdf_file/0018/254052/annex6-talkSPORT-proposed-changes-number-of-transmitters.pdf

TalkSport has 22 transmission sites of which five are high-powered and the rest infill.

TalkSport requests permission to close the four sites listed “immediately”, but OFCOM have put it out to consultation requiring a response from stakeholders by 23rd March 2023, after which they will make a decision. Additionally, TalkSport suggests that the 13 other infill sites will become “unviable in the next two years”.

This would leave a “core network” of the five high-powered transmitters at:
Brookman’s Park, Hertfordshire, 1089kHz, 400kW
Droitwich, Worcestershire, 1053kHz, 500kW
Moorside Edge, West Yorkshire, 1089kHz, 100kW
Westerglen, Stirlingshire, 1089kHz, 100kW
Washford, Somerset, 1089kHz, 80kW

Compared to the high-power sites, most of the 17 infill transmitters are rated at only a few kilowatts, the largest being 18kW. The four that have been requested to close are 1kW each, except Dumfries which is 10kW (all powers are according to the WRTH 2022 edition).

In their submission, TalkSport say this five-site network “will remove AM coverage in Northern Ireland, the Scottish Borders, the North East and East Anglia”, with possible later closure of these five high-powered sites.

OFCOM comment that the Government’s “Department of Digital, Culture, Media and Sport” recommend that the “industry should begin planning for the … migration from AM services to take place some point in the mid-2020s”, so they are consulting (partly) because “holders of other analogue commercial radio licences, and particularly those holding AM licences, might be interested in the approach that we are minded to take in this case”. This “approach” is OFCOM’s provisional decision to permit the closure.
(BDXC)

SW Central post from 17 Feb 2023
Will this affect the four frequencies, listed in the Global Radio Guide listings on 1053, 1071, 1089 and 1107 kHz

Ofcom has launched a consultation after receiving a request from talkSPORT to reduce its AM coverage.

The station wants to switch off four of its 22 transmitter sites immediately. This will would reduce the coverage of its AM licence from 93% to 89.9% of the UK adult population.

talkSPORT says the reason for the proposed changes include declining listenership to its AM service, as more people are using alternative platforms, as well as the costs involved in maintaining AM transmitter sites because of current high energy prices.

The proposal includes closing four sites immediately because they may already be unviable. These are Dumfries (Dumfries and Galloway), Kingston upon Hull (East Riding of Yorkshire), Fern Borrow (Bournemouth), and Greenside Scalp (Tayside).

talkSPORT also wants to work towards closing thirteen further sites gradually over the next few years when they become unviable. These are Fareham (Hampshire), Stockton (Durham/North Yorkshire), Lydd (Kent), Southwick/Brighton (West Sussex), Dartford Tunnel (Kent), Clipston (West Northamptonshire), Duxhurst (Surrey), Wallasey (Cheshire), Lisnagarvey (County Antrim, Northern Ireland), Boston (Suffolk), Wrekenton (Newcastle), Postwick (Norfolk), and Rusthall (Tunbridge Wells).

Ofcom doesn’t have the power to give permission for a rolling programme of transmitter site closures on dates to be decided, so will only consider talkSPORT’s proposals to close four transmitter sites immediately.

It says it is minded to approve the request, but before reaching a final decision, is giving affected and interested parties an opportunity to have their say.

The consultation will close on 17 March 2023.
https://radiotoday.co.uk/2023/02/talksport-submits-request-to-reduce-its-am-coverage/
One can infer that this decision will be of interest to TalkSport and others for future AM closures, although each decision has to be made in the light of the specific situation and OFCOM’s statutory duties.

LRA Antarctica test broadcast schedule for Saturday February 25

Manuel Mendez reports on Antarctica- According to a WhatsApp from the station, LRA 36 will be on the air tomorrow Saturday between 2000-0000 Argentine time,  but maybe what they really mean is 2000-0000 UTC, the usual transmission time on previous Saturdays.

BBC monitoring station that listened in on the world is being sold

The end of the Cuban missile crisis was first heard in a country house in Berkshire

The denouement was undramatic. The Cuban missile crisis in 1962 might have begun with public declarations from President John Kennedy and the threat of nuclear annihilation for all, but its conclusion was much more muted. The West first realised that the end was not nigh after all when, in a charming country house in Berkshire in south-east England, a translator working for the bbc put on a pair of headphones, tuned in to Radio Moscow and listened as Nikita Khrushchev’s climbdown began.
The wars of the 20th century offered two main ways for enemy nations to understand what the other was up to. One was to use secret agents and tradecraft and derring-do. The other was to switch on the radio and let that nation simply tell you, sometimes twice daily, often with nice music in between. The radio led to few thrills and fewer thrillers (not many novels star a protagonist sitting in headphones for eight hours a day) but it still mattered. Joseph Goebbels was convinced that his department had been infiltrated by a spy; in truth, British translators had just been listening to Nazi broadcasts each morning.

USAGM Kuwait Transmitting Station Research project

The United States Agency for Global Media (USAGM) is seeking preliminary information, for market research purposes, to supply several shortwave broadcast transmitters, including installation, commissioning, and training at the USAGM Kuwait Transmitter Station near Al Jahra, Kuwait.

Depending on demand, it is a matter of finding companies capable of supplying high-power shortwave broadcast transmitter systems with an operating range between 5.8 and 21.85 MHz with the ability to change the frequency in 30 seconds or less, AM, MDCL, and DRM compatibility.

Transmitters must have the capability to operate at a carrier power of 250 kW and an average power of 125 kW.

Radio For Peace International launches new programs against restrictions on women in Afghanistan

Press Release
Bordeaux, February 20, 2023
Radio For Peace International, an NGO, and studio based in Gironde, France reaffirms its support for women in Afghanistan by producing and broadcasting new programs in Farsi in collaboration with Afghan journalists who have remained in the country.

RFPI, which had already offered a series of programs in December 2022 centered on psychological assistance to Afghan women and the education of young girls in collaboration with Afghan journalists in exile, is partnering this time with Afghan journalists who have remained in the country.

Programs designed with Afghan journalists in Afghanistan itself

Produced by Afghan women journalists present in five different provinces of Afghanistan, the program Tales of Afghan Women, reflecting their condition in the country, is designed in Afghanistan itself by professionals, and will then be exfiltrated to France via encryption tools and pseudonyms.

The programs will be available on the Internet and on shortwave four times a week. Once again, it is a question of combating the many restrictions imposed on the dignity and rights of Afghan women and girls. “Afghanistan needs information more than ever, the Taliban leaders have closed down all organizations that defend human rights, the media and intimidate journalists,” underlines Jamila Karimi, Afghanistan broadcast project coordinator for RFPI.

For Sylvain Clament, president of RFPI. “The situation of freedom of information is catastrophic in Afghanistan, RFPI ensures a free and feminine voice in a country where obscurantism reigns”. According to statistics from the Afghan Journalists Association, more than 170 radio stations are active in the country. Out of 1075 female journalists, only 163 have a job and only in Kabul, the others are unemployed.

Two major media present in the country, the Voice of America and Radio Azadi, recently had their websites suspended, forcing these two media to broadcast 24 hours a day on short and medium waves. In addition, on February 12, the only women's radio station in Herat, Radio Sahar, was banned from broadcasting.

The first broadcast will be broadcast on Tuesday, February 21, 2023. The broadcasts will initially be broadcast for a period of three months, 4 times a week on short wave and internet, Tuesdays and Thursdays on 15700 kHz at 7 a.m. UT, Mondays and Saturdays at 11:45 a.m. UTC on 15770 kHz and Sundays at 1 p.m. UT on 15770 Khz in the Farsi language throughout Afghanistan. These programs will also be available for streaming on the website http://www.rfpi.eu.

Highlights of Solar and Geomagnetic Activity 13 - 19 February 2023

Solar activity was at low to high levels during the period. M-class (R1-Minor) activity was predominate during 13-16 Feb with weak M-class flares observed from Regions 3213 (N30, L=223, class/area Fki/480 on 12 Feb), 3226 (N11, L=113, class/area Dki/480 on 14 Feb) and 3229 (N25, L=035, class/area Dko/400 on 17 Feb). The largest of these events was a long-duration M2.6 from Region 3213 at 14/1212 UTC. This region also produced an M1.0 at 15/2114 UTC with an associated Type II radio Sweep (576 km/s) and a projected glancing blow CME.

X flare activity was present on 17 Feb when Region 3229 produced a long-duration X2.2/2b (R3-Strong) event at 17/2016 UTC. Associated with this flare was a fast Type II Sweep (1250 km/s) and an associated asymmetric, halo CME. 18-19 Feb witnessed C-class
activity during those two days.

No proton events were observed in geosynchronous orbit.

The greater than 2 MeV electron flux at geosynchronous orbit was at high levels on 13-14 Feb with a maximum flux of 5,450 pfu observed at 13/1725 UTC. Normal to moderate levels were present on 15-19 Feb.

Geomagnetic field activity generally ranged from quiet to active levels with some isolated minor storm periods (G1-Minor). Quiet conditions persisted through 13 Feb. quiet to unsettled levels were observed on 14 Feb, increasing to unsettled to G1-Minor levels on
15-16 Feb, all due to CME effects. Quiet to unsettled levels were present on 17 Feb due to weak positive polarity CH HSS effects. Mostly quiet levels persisted on 18-19 Feb.

Forecast of Solar and Geomagnetic Activity 20 February - 18 March 2023

Solar activity is expected to be at low to M-class flare activity (R1-R2, Minor-Moderate) levels throughout the outlook period.

No proton events are expected at geosynchronous orbit. However, a chance for a proton event exists throughout the period from the more complex, magnetically active regions.

The greater than 2 MeV electron flux at geosynchronous orbit is expected to be at high levels on 07-13 Mar. Normal to moderate levels are expected on 20 Feb-06 Mar and 14-18 Mar.

Geomagnetic field activity is expected to range from quiet to minor storm levels (G1-Minor). Active to G1-Minor levels are expected on 20-21 Feb due to CME effects. Unsettled to active conditions are expected on 22-24 and 27-28 Feb, 02, 05-08, and 15-17 Mar due to CH HSS effects.
