Monitoring out-of-band frequencies


Out-of-band is defined as stations broadcasting on frequencies that are outside a defined telecommunications frequency band. The following data represents recent international monitoring observations from January 1, - February 5, 2018.

ITU forum highlights radio interference concerns

Non-ITU compliant home network equipment may cause problems

Concerns that home networking products using power line transmission (PLT) technology may cause interference with radio services led to a Forum last week in Geneva to address the issue. ITU’s own home networking standard ITU-T G.hn was considered to have electromagnetic compatibility (EMC) and mitigation techniques that go well beyond those considered essential for protecting radio services.

Given the variety of electronic devices in our homes, strict EMC requirements are imperative. Over-the-air broadcast services in particular could be subject to interference from PLT systems.

The event took place in parallel with an interoperability event giving ITU-T G.hn chipset vendors the opportunity to test their products, which will be on the market later this year. It brought together radio spectrum experts from national regulators, service providers, and product manufacturers, as well as standards development organizations (SDOs) and industry alliances including ETSI, IEC, IEEE, HomeGrid Forum, IARU, NAJO/IAU and HomePlug.

The Forum successfully achieved its goal of agreeing on commitments and future actions by all stakeholders to resolve interference issues in the interest of consumers. A key conclusion is that ITU will act as the focal point for coordinating other SDOs and industry alliances in order to agree further developments.

“There are PLT products on the market that do not conform to the necessary EMC standards, and this is very much a concern,” says Dr Hamadoun Touré, Secretary-General, ITU. “We are fortunate in ITU to have telecom and radio experts from both the private sector, government and regulators. Together they have agreed the necessary requirements to ensure that products conforming to ITU standards do not cause interference, which may have potentially serious consequences. We would caution service providers and others against rolling out technologies conforming to specifications that do not meet ITU requirements.”

John Shaw, representing BBC World Service, said at the meeting: “For broadcasters, it is extremely important that products sold do not interfere with the reception of programmes or reduce coverage. We applaud the efforts of ITU to ensure international acceptance of the organization’s stringent guidelines on compatibility between electronic communication systems and the use of the radio frequency spectrum.” Similar views were also expressed by representatives of the aeronautical and radio astronomy communities.

East Timor joins International Telecommunications Union

Text of press release issued by Geneva-based International Telecommunication Union (ITU) on 25 August

Geneva: ITU is proud to announce that the Democratic Republic of Timor-Leste has become the Union’s 192nd member state, effective from 24 August 2010.

The country, which gained its independence on May 20, 2002 to become the 21st century’s first new sovereign state, utilizes the international dialling code +670, and the internet top-level domain country code (TLDcc) .tl.

“We are delighted to welcome Timor-Leste to the ITU fold, and hope that by working together we will help drive rapid ICT development across the country,” said ITU secretary-general Dr Hamadoun Toure. “Small island states like Timor-Leste can benefit enormously from the power of modern connectivity, particularly in areas like mobile and wireless broadband. ITU is committed to connecting the world, and Timor-Leste’s accession to the Union helps us further that dream.”

Timor-Leste’s mountainous terrain makes for challenges in connecting its people. Latest ITU figures (from 2009) show fixed line telephone teledensity (number of fixed telephone lines per 100 inhabitants) as low as 0.2 per cent, with mobile penetration at 29.1 per cent. Mobile connectivity is growing very strongly, with over 200 per cent growth reported in 2009.

As a new ITU member state, Timor-Leste will participate for the very first time in ITU’s Plenipotentiary Conference, which will take place in Guadalajara, Mexico from 4-22 October. Held every four years, the conference defines, in particular, the future work plan and strategic goals of the Union.

ITU joins international efforts to assist Haiti

The International Telecommunication Union (ITU) has joined the international effort to provide humanitarian assistance to Haiti, which was devastated by an earthquake on 12 January 2010.

Forty satellite terminals are being deployed immediately to re-establish basic communication links and a further 60 units with broadband facility are being dispatched along with experts to operate them. The ITU will also set up a Qualcomm Deployable Base Station (QDBS), a reliable, responsive and complete cellular system designed to enable vital wireless communications aimed at strengthening response and recovery mechanisms in a disaster zone. The ITU has allocated a budget of over US$ 1 million to strengthen the disaster response effort in Haiti.

ITU Secretary-General Hamadoun Touré expressed his solidarity with the people of Haiti and offered his condolences to the bereaved victims of the disaster. “The whole world is in shock following the devastation and untold misery caused by the earthquake in Haiti,” Dr Touré said. “The ITU will do everything possible to provide assistance to the people of Haiti by re-establishing telecommunication links which will be vital in the rescue and rehabilitation efforts in the days ahead.” Dr Touré also called upon ITU Sector Members and other ICT companies to urgently assist the ITU’s efforts to reinstate telecommunications in Haiti.

Along with the destruction of buildings and infrastructure, telecommunication links in Haiti were also snapped in the wake of the 7.0 magnitude earthquake. Re-establishing communications is a critical tool in disaster management to ensure timely dissemination of authoritative information to government entities and aid agencies involved in rescue and rehabilitation efforts.
