Radio Canada International nears final days on shortwave

On April 4, 2012 an approximate 80% budget cut to the International service from $12.3 million a year to $2.3 million a year was announced by RCI Director Hélène Parent. In the 2012 federal budget, a 10% funding reduction was announced for the domestic broadcaster, CBC/Radio-Canada. Radio-Canada subsequently translated this to an 80% reduction to the International service under its financial and managerial control.

These changes will effectively end broadcasting by RCI via shortwave and satellite. RCI News service (as a separate news service from the CBC-SCR derived news) will end, and the Brazilian and Russian sections will be cut.

All shortwave transmissions (including those from the Sackville Relay station), satellite, and all broadcast programming will end on June 24.

China Radio International, an important user of RCI Sackville will have to find a new shortwave relay site.

A skeleton remainder will provide some limited online services in five languages, including Spanish, Arabic, French, English, and Mandarin.

The last Radio Canada International shortwave transmission, will be on Sunday, June 24 at 2329 UTC, RCI Portuguese 13760 and RCI Spanish 11990 15455 kHz. {CEST Monday June 25 at 0129 hrs}

"Listening with Lizzie" is the new feature celebrating the Diamond Jubilee of Queen Elizabeth II 1952-2012 recently released at www.radioheritage.com by the Radio Heritage Foundation.

This is a nostalgic review of the radio broadcasting scene across the then British Commonwealth sixty years ago, when places such as British Honduras, British Somaliland, Aden, Zanzibar, Gold Coast, Northern Rhodesia and many other colonies and territories were contributing to the 'British" world of radio.

You'll enjoy classic ephemera from such stations as the Central African Broadcasting Station, Cable & Wireless in the Kenya Colony, the Near East Arab Broadcasting Station from Cyprus, the Commercial Service of Radio Ceylon, Radio Malaya from Singapore, Radio ZBP Pitcairn Island, Radio Jamaica ZQI and many others.

3915, Radio Fly, 1310-1348. Instrumental music and easy-listening pop songs (Crosby, Stills, Nash and Young with “Teach Your Children Well”, etc.); Local noise and interference from i3912, so best in USB. Signal poor, but better than normal and decent for 1 KW; “Radio Fly” ID heard. Have been hearing this almost daily during this time period, but often I cannot make out an ID, so today was nice. Still not heard on 5960 (Ron Howard, Asilomar State Beach, CA)

Very pleased to see these logs from Wantoc Radio Light and Radio Fly. Both, especially Wantoc Radio Light, are heard rarely and this confirms at least, that both are still active on shortwave. Thanks to Ron Howard and Dave Valko and Cumbre DX. (Gayle Van Horn, NC).

5921.26 Radio Bethel. Amazing Grace choral song 0041-0044. Male's talk with roomy effect like a church service, followed by another song. Hopeless as it was just too noisy and too much 5935 slop interference. Signal better by 0103, canned announcements by audio too muffled to copy. Church service hymns to canned promo announcement at 0119. Announcer's mention of "1,?80 AM". Didn't hear any mention of Bethel. Noted 0120 alternating with two live men preaching from English/Spanish translations. Mentions of Esperanza, La Palabra, Gloria, and many animated "Hallelujah's". Signal dropping down by 0130 and went off at 0140. Blasted out by 5920 WHRI next night, but it was in the clear this night. (Dave Valko, PA/Cumbre DX)

Vatican Radio to cut back on medium and shortwave services


Vatican Radio : New Communications Strategies

Announcing Vatican Radio’s intention to reduce its Short and Medium Wave transmissions to most of Europe and the Americas, starting July 1st, the Director General, Fr Federico Lombardi, today spoke of what he called, “A new chapter in the history of Vatican Radio” as it evolves “from Short Waves to new communications strategies”.

Here is the full text of his comments.

“After celebrating its 80th birthday last year, Vatican Radio is ready to open a new chapter in its history by committing its message of service to the Gospel and the Church to new communication technologies.

Vatican Radio’s 40 different language programmes can currently be received via satellite and the internet, and are rebroadcast by around a thousand local radio stations on FM or Medium Wave in over 80 countries around the world.

They are also available live on five web channels, on demand and in podcast, from Vatican Radio’s website at www.vaticanradio.va

Written reports and texts on the website represent 40 languages in 13 different alphabets and provide a wealth of information. Daily RSS feeds and newsletters are sent to subscribers in a variety of languages, including Chinese, Hindi and Tamil, aside from European languages.

Winter shortwave monitoring from down under

We are now in the second week of winter here in Melbourne, and 9 MHz propagation is splendid across our noon window on 9 MHz, at 0200 UTC. This pattern will continue during our mid-winter period until mid-July.

The 9 MHz band is not as heavily occupied as in the corresponding period of 2011, due to the continuing abandonment of HF radio by an increasing number of broadcasters, leaving plenty of unused spectrum space. There are still plenty of opportunities of studying long-haul multi-hop propagation in this time period, as we progress through Solar Cycle 24, with solar activity now classified as “low” by the Ionospheric Prediction Service in Sydney, NSW.

These are selected observations made on June 11 2012, in the window 0100 to 0230.

India’s north-east state of Assam is largely known for its famous tea. Less well known are the ethnic insurgencies, the fundamental lack of development and shortage of infrastructure that continue to plague the region. Assamese University professor Rakhi Kalitha talks about how the decades of conflict have affected and still continue to affect the region, especially the women in one of the few matrilineal societies in India.

The writing of bestselling author Aminatta Forna and her work to develop her family village are intimately intertwined. Things that happen in Rogbonko, deep in the forest in Sierra Leone, often resurface in her novels. And sometimes her novels inspire her development initiatives. Rogbonko now has a school, a cashew plantation and a clinic for pregnant women. Aminatta Forna is proud that this was achieved with the people of the village, without the support of an aid organisation.

Highlights of Solar and Geomagnetic Activity 28 May - 03 June 2012

Solar activity was at very low to moderate levels during the period. Very low levels were observed from 28 - 29 May. An increase to low levels was observed from 30 May - 02 June as Region 1493 (N15, L=209, class/area Dso/170 01 June) and Region 1496 (N16, L=199 class/area Cso/120 on 01 June) rotated onto the visible disk. Another increase to moderate levels was observed on 03 June as Region 1496 produced an M3 x-ray flare at 03/1755 UTC. Associated with this event were both a Type II radio sweep (estimated shock speed of 1077 km/s) signature and CME supporting imagery from the LASCO C2 imager. After analysis, this CME was determined to not be Earth directed. Region 1493 was the most active region during the period producing 8 C-class x-ray events.

No proton events were observed at geosynchronous orbit.

The greater than 2 MeV electron flux at geosynchronous orbit was at high levels on 28 - 29 May and then decreased to moderate to normal levels for the remainder of the period.

Geomagnetic field activity was at quiet to minor storm levels during the period. Quiet conditions were observed from 28 - 29 May. Late on 29 May, solar wind speeds, as measured by the ACE spacecraft, increased from 350 km/s to around 450 km/s. Solar wind speeds remained elevated till late on 31 May. In conjunction with these elevated solar winds, quiet to unsettled levels were observed from 30 - 31 May with isolated active and minor storm levels at high latitudes. A return to quiet levels was observed from 01 - 02 June. Late on 02 June, an isolated active period was observed due to prolonged negative IMF Bz measured by the ACE spacecraft. On 03 June, an increase from quiet to minor storm levels with major storm periods observed at high latitudes was observed. This increase in activity was associated with a continuation of sustained negative IMF Bz from 02 June.

Forecast of Solar and Geomagnetic Activity
04 June - 30 June 2012

Solar activity is expected to be at low levels with a chance for M-class activity from 04 - 15 June.

No proton events are expected at geosynchronous orbit.

The greater than 2 MeV electron flux at geosynchronous orbit is expected to be at normal to moderate levels during 04 - 05 June, 13 - 19 June, and 26 - 30 June. High levels are expected during 06 - 12 June, and 20 - 25 June.

Geomagnetic field activity is expected to be at active levels with a chance for minor storm levels on 04 - 05 June as a coronal hole high speed stream (CH HSS) becomes geoeffective. Quiet to active levels are expected on 06 June as CH HSS effects persist. A decrease to quiet to unsettled levels is expected on 07 - 08 June as the CH HSS wanes. Predominantly quiet levels are expected from 09 - 17 June.
Quiet to active levels are expected from 18 - 20 June as another CH HSS becomes geoeffective. A return to mostly quiet levels is expected for the remainder of the period.

We ask all active shortwave listeners to help us update the World Radio TV Handbook 2013 listings for the government NBC radio stations in Papua New Guinea so that our listings are as accurate as possible.

The current listing is based on official government licencing records, information direct from stations and monitoring during 2011, but the situation in PNG is very fluid.

The government crisis there, states of emergency in some provinces, the creation of two new provinces in the past week, and general elections during June offer unusual opportunities for SW stations to broadcast longer hours, or even restart previously silent SW
transmitters.
