VOA adjust frequencies

Voice of America changes frequencies for the following:
1400-1500 UTC Urdu on 9510 (ex-15790 kHz from Thailand)
1400-1500 UTC Urdu on 15790(ex-9580 kHz from Kuwait)
1200-1400 UTC English on 9510 kHz (ex-9645)
1400-1600 UTC English on 7430 kHz (ex-7125)
