700 MW, Polisario Front, Rabouni, near Tindouf, Algeria // 6297 has been in use again since Aug 06, but not on 1550 MW. I observed these two every day between Aug 01 and 23, and only 700 and 6297 are used, sometimes with problems like the ones described, viz. empty carrier, roaring sound (this is actually what they use to play as "IS" right before sign-on). 4880, SW Radio Africa, via Meyerton. Station has since the end of Aug been jammed by Zimbabwe during their newscasts. Robert Mugabe’s regime has resumed jamming news broadcasts from SW Radio Africa, despite the existence of the coalition government with the MDC, that is supposed to guarantee freedom of expression. On We Sep 01 the first half hour of our broadcast featuring Newsreel was drowned out by a heavy noise, sounding like a slow playing record. SW Radio Africa listeners told us that soon after the news ended the jamming noise stopped and the rest of the broadcast featuring current affairs programming could be heard clearly.

5910, Shiokaze/Sea Breeze via Yamata,*1400-1430*, Aug 27. English, usual segments of “Today’s News Flash” and “Today’s News on North Korean Issues”. IDs “This is Shiokaze Sea Breeze from Tokyo, Japan”. Poorer than usual due to moderate jamming. They have added a new segment. At 1425 heard “this is a message from the Japanese goverment will be broadcasting (every night?) a program in Japanese and Korean on 9000 kHz. This announcement followed by Shiokaze's normal canned sign off announcement. On We Aug 25 was in Korean, not the normal English programming. (Howard)

"When I was taking part in the student movement of the 1980s, the most encouraging thing was broadcasts towards South Korea from North Korea. We used to use the broadcast contents for our educational and propaganda materials. Of course, due to that activism, which was a National Security Law violation, I went to prison in the early 1990s". Lee Kwang Baik, the President of R Free Chosun (RFC), a lesser-known SW radio broadcast NGO in South Korea, explained his experience of executing a 180-degree turn from pro-North Korea social activist into North Korean democratization activist to Daily NK on Monday. He confessed, "In the mid-1990s, for the first time, I figured out that North Korea was not an ideal society, but a dictatorship in which the regime abused people’s human rights in the extreme just to maintain the system". In light of which, Lee introduced RFC’s goal, "North Korea should develop its economy through democratization and opening and reform. RFC is a broadcasting company to help North Korean people achieve this and to speak as a proxy for the North Korean people’s position and sentiment, so we named the organization RFC; not "Radio Free North Korea", but "Radio Free Chosun"". Chosun is how North Koreans refer to their own country.

Below is extracts of a transcript of the interview with Lee Kwang Baik:

- There are four civilian radio broadcasters for North Korea and also two foreign radio broadcasts like RFA and VOA targeting North Korea. What is the difference between you and them?

There are three different points. First, RFC has a distinct purpose: "North Korea should develop its economy through democratization and reform and opening", and we are striving to help North Korean people achieve it. Second, RFC is a broadcaster in which everyone, wherever they come from, can join our activities. Presently, North Koreans, South Koreans and Chinese cooperate on our goals. Third, RFC transfers overseas information by way of drama, so that North Korean people can understand easily and get it vividly.

- What are RFC’s representative programs?

We have "Episodes and Truth" that lets North Korean people perceive the truth of current issues, and a drama "Virtual Court of Kim Jong Il", that shows how extreme a dictatorship North Korea has, how terribly people suffer under the Kim Jong Il regime, and other hidden stories of the dictator. Additionally, we have also comments and statements in order to suggest
better directions for North Korea’s future.

- How many North Korean people do you think listen to RFC? How far away can North Korean people listen to it? Are you monitoring the broadcasting situation?

According to the results of InterMedia’s examination in 2008, the rate of those who had listened to RFC was around five percent, but we presume around one or two percent of people are listening to it. However, I think even this rate is significant. The first aim of RFC is to raise the listener rate to two or three percent in a few years. It is short wave radio broadcasting, so everywhere on earth people can listen to it. As long as jamming by the North Korean regime does not exist, it can be heard all over the country.

- You must want a lot from the South Korean government.

The government needs to support radio broadcasting with medium-wave frequencies, which are more stable than short wave ones, in order to lead North Korea to change itself, and it has to do so strategically, because of course the North Korean issue is a highly significant issue for the future of the Korean Peninsula. The state-owned Korean Broadcasting System (KBS) airs programs for the North Korean people at medium-wave, but it has to focus not only on transferring information but on having an interest in changing North Korean society. Between 0800-0859, R Victoria is easily heard since she is the only station on or near 6020, but after 0900 "the heavy hitters" are scheduled up and they block R Victoria. 4800, UNID (Radio Virgen de Remedios, Tupiza ?), 2240-0315, May 20 and 21, many mentions in Spanish of Bolivia in a news programme "Bolivia en Contacto" with reports from some cities "bloqueo de carreteras en Cochabamba y otras cidades". At 2302 suddenly a religious music and preacher (with that reverbaration from a church, sounding like R Virgen de Remedios) in religious ceremony in memory for some dead persons, mentioning their names. At 0004, it had returned to that kind of audio heard when it was "Bolivia en Contacto", mentioning "Radio Catolica Mundial". Relay R Católica Mundial-WEWN with ID, but no IDs heard of R Virgen de Remedios, 32322, QRM China. (Aragão and Bobrowiec)

9470, All India Radio-Aligarh. For some days the AIR National channel at 1320-0043 was not heard. Instead some spurious signals were noted around 9510. This was informed to the concerned officials on May 12 and since then 9470 was found OK. (Jacob)

Nostalgic look at DX Window

Denmark
9520 History. First. From Nov 1967 till Dec 1969 the DX-Window was broadcast 113 times in English by "Radio Denmark Shortwave" each Sunday on 9520 kHz. Producer of the 20 minute programme was the famous Christian Flagstad with Torre Ekblom, Kaj Bredahl Jorgensen and yours truly as regular contributors. The secretary of the English Section, Mrs Susanne Jackson, often assisted us in reading our tips. She issued more than 3,000 QSLs on these programmes! Unfortunately R Denmark ceased its broadcasting in foreign languages by the end of 1969. A Memory Card was issued and requested by 197 DX-listeners.

Second. From Oct 1987 till Sep 1994, the DX-Window continued as a printed newsletter, edited monthly or every second week with a total of 151 editions by the late German member, Bernhard Gruendl, and two Dutch members Hans van den Boogert and Wian Stienstra.

Third. From Feb 1996 til May 1999, Finn Krone and several other members as co-editors around the world on shift introduced the DX-Window as a free newsletter by e-mail, distributed by Claus Pedersen. A total of 168 editions were issued.

Fourth. When I retired in May 2001, the digital "DX-Window" was revived with edition no. 169 as a fortnightly newsletter issued to DSWCI-members at the same time as SWN changed from being published each month to every sixth week. This edition No. 350 is distributed to 168 DSWCI-members by e-mail. In addition several members read it in the Member Area at where our Swiss webmaster Rolf Wernli uploads it every time. Furthermore a summary of its content is used in DX-Mirror inShortwave News, edited by our Russian member Dmitry Mezin.

A Closer Look at DX Window

The DX-Window is a bi-weekly electronic newsletter made for members of the Danish Shortwave Club International. Its content is mainly based upon loggings and other information from our own members, but in a few cases extraordinary news from other DX-ers are included. Thus we depend on YOUR contributions which should be sent to the editor. Please use our format and add your last name in brackets after each item. All times are UTC and frequencies in kilohertz.

The DX-Window primarily deals with news and loggings of rare shortwave broadcasting stations, particularly domestic services. It must be news compared to our latest Domestic Broadcasting Survey. The editor is free to ”cut hard” and bring only the hottest items, he receives. Ordinary loggings mentioned in the latest edition of the DX-Window will normally not be mentioned next time. Because of that, please check the latest two editions when you are DX-ing!

Reproduction of single items from the DX-Window is allowed, provided that due credit is given to the contributor and to the DX-Window.

The DX-Window is distributed in three versions:

A) By e-mail as an attachment in rtf-format with all original graphics, or
B) as a large e-mail in .txt-format where the graphics may be missing, but with no attachment.

9955, La Rosa de Tokio, via WRMI, 2315-2330, 14 Jan, Spanish mainly about broadcasts from the former communist countries, fair. (Korinek). Jeff White of WRMI told me in Lugano that this broadcast is directed towards Latin America, so it is very difficult to hear in Europe. (Petersen)

15265, Radio do Solh, via UK, 1346-1500*, Jan 10 and 14, Vernacular news, talks and music, enters another month and another year still playing exactly the same music every day at the same time, including the sticking CD. The final tune before 1500* is growing on me. Yes, it is not only the same music, but obviously a recording of the same entire transmission, including defects, replayed day after day.
