HCJB changes DRM test frequency to Europe and North America

HCJB in Ecuador has changed the frequency of its DRM tests beamed to Europe at 0400-0630 UTC. Due to interference, 9870 kHz has been replaced by 9815 kHz. The same frequency, 9815 kHz, is now also being used for the DRM transmission to North America at 0100-0400 UTC instead of 9915 kHz.
