How Azerbaijan will broadcast in minority languages after the return of Karabakh

New details have emerged about how Azerbaijan will organize radio broadcasting in minority languages in the reclaimed Nagorno-Karabakh. Let us recall that, as reported, at the beginning of October, on three FM frequencies - 101.1, 103.5, and 97.7 MHz, through a transmitting center in Shusha, some Azerbaijani radio broadcasting in Nagorno-Karabakh in Armenian and Russian languages started in order to convey to residents' Armenian origin of the calls of the Azerbaijani authorities.

However, what specific radio stations began broadcasting on the above-mentioned frequencies was unknown. We then assumed that we were talking about regular channels of Azerbaijani radio from Baku. However the catch was that the 1st main radio channel of Azerbaijan Radio does not broadcast programs in the Armenian language. In addition to the Azerbaijani language, Channel I of Azerbaijani Radio broadcasts only in Russian (and then only one short five-minute news broadcast per day).

In Armenian, radio broadcasts in modern Azerbaijan are carried out only on the station "Voice of Azerbaijan", also known as "International Radio", and in Soviet times as foreign broadcasting "Radio Baku".

Details in Russian -

Azerbaijan will not license Internet TV and radio

Internet radio and television will not be licensed in Azerbaijan, Presidential Administration Social and Political Department head Ali Hasanov said at a conference on “New Media Era Values” in Baku today. Mr Hasanov refuted rumours spread in local media and international organizations that licensing would be provided for Internet radio and television.

Former OSCE Representative on Freedom of the Media Miklos Haraszti expressed concern about the rumours. Such intentions may create grave problems for the development of Internet resources in Azerbaijan in the future, he said. Mr Hasanov said the rumours of licensing e-media are untrue.

“We do not have and would never have such plans,” Mr Hasanov said, adding that the accusations against the authorities are unfounded. He also disagreed with the assertion that there is no freedom of speech or press in Azerbaijan. “The fact that Azerbaijan ranks 145th among 160 countries in the Index of Freedom of Speech is a piece fiction, and this is untrue,” Mr Hasanov said.

BBC transmitter deal annulled

Text of an unattributed report by Azerbaijani opposition newspaper Azadliq on 5 March headlined “Agreement between BBC and Azerbaijani government annulled”
In October 2008, the BBC World Service signed an agreement with the Azerbaijani government on installing three transmitters in Agsu, Lerik and Daskasan Districts with the aim of improving the quality of BBC radio broadcasts.
However, Radio Free Europe/Radio Liberty, the Voice of America and the BBC have stopped broadcasts on FM frequencies in Azerbaijan following the 30 December 2008 decision by the National Television and Radio Council (NTRC). How did that affect the agreement?
Clarifying the issue, Togrul Mammadov, an aide to the NTRC chairman, said that the agreement signed with the BBC World Service had become invalid after the council’s aforementioned decision.
[In a separate report, Azadliq quoted Turan news agency as saying that posters with information on the frequencies on which the Voice of America is now broadcasting in Azerbaijan had been removed from the underground and other public transport in Baku. The paper said that they tried and failed to obtain comments on this from the Transport Ministry and the city's Public Transport Department.]
