North and South Korea are in an underground war - Kim Jong Un might now be winning

Jean Mackenzie
Seoul correspondent

The border between North and South Korea is swamped with layers of dense barbed-wire fencing and hundreds of guard posts. But dotted among them is something even more unusual: giant, green camouflaged speakers.

As I stood looking into the North one afternoon last month, one of the speakers began blasting South Korean pop songs interspersed with subversive messages. "When we travel abroad, it energises us", a woman's voice boomed out across the border - an obvious slight given North Koreans are not allowed to leave the country.

From the North Korean side, I could faintly hear military propaganda music, as its regime attempted to drown out the inflammatory broadcasts.

North and South Korea are technically still at war, and although it has been years since either side shelled the other, the two sides are fighting on a more subtle front: a war of information.

KBS World has new transmitter on Ascension Island

Dear friends,

From June 1, 2024, you'll be able to receive us on 9 765 kHz between 8 p.m. and 9 p.m. (GMT).

We hope that our new transmitter on Ascension Island in the Atlantic Ocean will enable our listeners in Africa to receive us in better conditions.

Before the big change, we'll be carrying out a small test on May 20 and 21. So don't miss out, and let us know your reactions so that we can adapt as quickly as possible to any problems that may arise.

Thank you and happy listening!

KBS World Radio announces program cancellations

South Korea, KBS World

Cancellation of Programs

We have recently learned that, unfortunately, one of the team members at KBS WORLD Radio's English Service has tested positive for COVID-19.

In order to prevent the spread of infection, KBS WORLD Radio has taken the preemptive measure of suspending all production of the programs Korea24 and K-POP Connection.

Korea24: From December 28 to December 31, Korea24 will be replaced by reruns of previous KBS WORLD Radio special programs. On January 1, a special program marking the new year will be broadcast. Regular Korea24 programming will resume on January 4, 2021.

K-POP Connection: K-POP Connection will air reruns of previous episodes from December 29, 2020, to January 7, 2021, except for January 1, when a pre-recorded new-year special episode will air. Regular programming to resume on January 8, 2021.

The English Service is striving for the safe and quick normalization of all production. We ask for our listeners' understanding of this inconvenience.

Has There Been a Thaw in the Inter-Korean Radio War?

The two countries agreed to cease “hostile actions” in May, but jamming and propaganda broadcasts persist

By Hans Johnson, September 7, 2018

Has there been a thaw in the inter-Korean radio war of “hostile” radio broadcasts and jamming?

Hopes were raised coming out of the April 27 summit, as the leaders of the Democratic People’s Republic of Korea and the Republic of Korea declared that the nations would “cease all hostile acts against each other in every domain.”

Specifically, “ceasing as of May 1 this year, all hostile acts and eliminating their means, including broadcasting through loudspeakers and distribution of leaflets in the areas along the Military Demarcation Line.”

Kim Jong Un announcers time change

Our regular contributor for North Korean broadcasting, Arnulf Piontek, sent word of North Korea's upcoming time change. From May 5, 2018, North Korea will adjust time to former UTC + 9 hours from then.

Kim Jong Un, Chairman of the Workers' Party of Korea and Chairman of the State Affairs Commission of the DPRK, put forward a proposal for resetting the standard time of the DPRK. During his visit to the southern area for the third historic Inter-Korean summit and talks, he discussed with South Korean President Moon Jae in the matter of unifying the standard times of the north and the south.

He noted, proposing unifying the times before doing anything else. It is not an abstract meaning that the north and the south become one, but it is just a process in which the north and the south turn their different and separated things into the same and single ones, he said, expressing his resolution to unify the two times existing in the Korean peninsula as the first practical step for achieving national reconciliation and unity.

True to his suggestion of examining and approving the proposal by a relevant field in the north, the Presidium of the DPRK Supreme People's Assembly adopted a decree "On Resetting the Pyongyang Time".

 The decree reads:
Firstly, the Pyongyang time shall be reset into GMT+09:00 (30 minutes earlier than the present time) with 135 degrees of east longitude as the prime meridian.

Secondly, the reset Pyongyang time shall be applied from May 5, Juche 107 (2018). Thirdly, the Cabinet and relevant organs of the DPRK shall take practical measures to implement the decree.

By-hour listings in the upcoming summer edition of International Shortwave broadcast Guide, are based on the original summer schedules. It is unknown at this time how the time change will affect North Korean radio schedules. Any schedule adjustments will be posted at Shortwave Central.

According to hobby radio forum reports, North Korean broadcasts will be 30 minutes earlier UTC from that date.

Article on North Korean AM broadcast

Perseus unit tuned on echo of Unification
Mike Terry from the British DX Club, posted this interesting article on the clandestine station, Echo of Unification. While it originally was published in December 2016, it remains an interesting glimpse into this station.

DPRK propaganda station drops AM broadcast

Echo of Unification (통일의메아리방송), a North Korean radio station that broadcasts propaganda towards South Korea, dropped all mediumwave (AM band) broadcasting on December 21.
The move seemingly confirms the futility of the broadcasts, which consumed large amounts of electricity but were blocked by powerful South Korean government jamming transmitters, but the station isn’t giving up. In their place, it has brought on air additional shortwave and FM transmitters.
It’s all part of a game that’s been going on for decades. North and South Korea both broadcast propaganda at each other while trying to stop their own citizens from hearing the other’s broadcast. Similar battles used to be played out across borders around the world but have largely moved to the internet and social media. The lack of internet in North Korea and South Korean censorship mean radio still plays a part on the Korean peninsula.
Echo of Unification launched in December 2012 with three blocks of programming each day: from 7am to 9am; from 1pm to 3pm; and from 9pm to 11pm (Pyongyang time).
