But came across of screechy sect pastor at approx. centered 13749.36 kHz around 1900-2000 UT. Scheduled 1800-0200 UTC. Couldn't center the carrier exactly, even with synchronous detection mode disappeared mostly on the upper flank. To commemorate the 95th anniversary of the sinking of Titanic, ham radio operators worldwide will participate in a special-event broadcast originating from the TITANIC Museum Attraction beginning at 8a.m., Saturday April 14, and concluding at 7 p.m. Sunday, April 15, 2007.
Ham operators will transmit the news of the anniversary using special event call sign W0S. Operators from Nixa, Missouri have permission from the FCC to broadcast using this special call sign, which stands for "White Star," the name of the company that built the Titanic.
The brainchild of museum attraction co-owner, Mary Kellogg Joslyn and Nixa Amateur Radio Operators Rich Vogt (KB9YZE), Dave Beckler (WA0SAP), Al Gallo (W0ERE) and Rod Kittleman (K0ADI), the worldwide broadcast will take place to honor the radio broadcasters working aboard the Titanic on the night she sank. Spectators are invited to witness these ham operators live at the TITANIC Museum Attraction’s free Outdoor Entertainment Center from 8 a.m. Saturday, April 14 until 7 p.m. Sunday, April 15, 2007. U.K. raises postal rates
QSL MANAGER Phil Whitchurch, G3SWH (AD5YS), reports that beginning April 2nd, 2007, the UK postal rates will rise across the board by slightly more than 10%. Current situations and for some time now, the 1 USD has been insuffi cient to pay for the minimum return postage to countries outside Europe.
This new increase will mean that 1 USD is no longer suffi cient to pay for the minimum return postage to countries *WITHIN* Europe. There is no surface mail service offered by the Royal Mail to countries within Europe.
However, they do offer a surface mail service to countries outside Europe. However, at today’s
exchange rate, the new postage cost is barely met by 1 USD and with the continuing decline in the dollar/pound sterling exchange rate, it is unlikely to remain so. The good news is that the new, 2009 expiry IRCs are still exchangeable for the minimum return postage to all parts of the world. However, very few seem to be using them at present. Please bear the above in mind when sending QSL requests which may not be able to be processed and returned before April 2nd. In particular, the cards for the VP- 2MTE operation are unlikely to be received from the
printers by this date. Please do not send currency other than USDs or properly stamped, 2009 expiry IRCs. If you must use mint stamps, please supply them loose (not stuck onto the envelope). Any QSL requests received without adequate return postage will be answered via the RSGB bureau.

CLANDESTINE. 9485, Radio Free Chosun (presumed – thanks to Wolfgang Bueschel and others for their assistance in IDing this) 1330-1359*, April 3. Thanks to a tip from John Wilkins, I tuned in at 1316, to hear Shiokaze Two, via Taiwan (BTW - on days that they are in English, I have heard this "Two" in the ID), with OM reading list of abductees names (believe in Korean), with piano background music, 1327 sign-off announcement and piano IS till 1330, which is their usual programming format. It clearly is the end of their program. Immediately after the IS, there is the start of the Radio Free Chosun program directed to Korea (DPR). Begins with orchestra music and then about 15 minutes of talking (seems to also be in Korean). Mentioned Kim Il Sung several times. 1345-55 presents a radio-drama, off at 1359.The format is
totally different than Shiokaze. Reception was good, with no sign of any jamming of Shiokaze or Radio Free Chosun.

Iran is partly funding new Zimbabwe radio station
If you wondered how Zimbabwe, whose economy is in a desperate state, can afford to set up a new international radio station, the answer is simple - it can’t. But President Robert Mugabe has found a donor who can - Iran.
Reports vary on the exact cost of the project - the BBC reports US$39.6 million and ABC Australia $48 million, rather than the $35 million reported by the Herald yesterday. But inflation is so high in Zimbabwe that it’s very difficult to perform an accurate conversion - the figure in local currency is quoted by the BBC as Z$8.9bn.
Iran is understood to have assisted in refurbishing the studio facilities in Harare that will be used by the station, and is now said to have agreed to do the same in Zimbabwe’s second city, Bulawayo. The Herald quotes the Iranian ambassador, Rasoul Momeni, as saying “We are going to strengthen our relationship, especially in technically upgrading radio and television stations.”
The transmitters near Gweru are widely reported to have been donated by the Chinese government, so apparently Zimbabwe is able to count on both countries for technical assistance. No frequency details have yet been published, and the website of the Zimbabwe Broadcasting Corporation has been unavailable for some time. We would expect test transmissions to commence at least a few days prior to 18 April, the date by which Zimbabwe’s Information Minister says the station will be operational.

Lesotho currently active on amateur radio

Central African Republic signs for new radio station
On Mar 17, the president of the High Council of Communication and the director of the Integrated Community Developpement International (ICDI) signed a document in Bangui authorizing the installation of a new radio station in Boali, 80 km northwest of Bangui.
The location is chosen because electricity is available at all times in this city and also because Boali is higher in the mountains than Bangui. The radio will talk about HIV, poverty, orphans and also evangelism, all subjects of interest in the Central African Republic. It is hoped that all human and material ressources will be available before the official opening in August this year. But this station is already testing on the frequencies of 6030 and 7160. Beginning with the A07 schedule, the duration of World Interactive program in which DX Express had been aired from Radio Japan was shortened to 20 minutes from 50 minutes earlier. IBB moves mediumwave transmitters from Rhodes to Kuwait
The Broadcasting Board of Governors/International Broadcasting Bureau’s Office of Contracts intends to negotiate and award a non-competitive contract to Harris Corporation, Broadcast Communications Division, to re-commission and change the frequency of the Harris DX600 transmitter that IBB has relocated from Rhodes, Greece to Kuwait. Harris Corporation originally delivered and installed the same transmitter at Rhodes in 1995, and also provided three essentially identical (two were larger) transmitters at other IBB sites. The transmitter at Rhodes used to operate on 1260 kHz, but was taken out of service last year. In Kuwait, it will operate on 1386 kHz.

Zimbabwe's News24 to begin by April 18
Zimbabwe’s Information Minister Sikhanyiso Ndlovu has said that the country’s new international shortwave radio station, News24, will start broadcasting before independence celebrations on 18 April. The new radio station will be based in Gweru, and should be available to audiences both in and outside Zimbabwe. “There will be a revolutionary development in the media. We should be able to tell our own story,” Ndlovu is quoted as saying. The Herald says the government is spending US$35 million on the project.

BBC Radio Devon to test DRM on mediumwave
The BBC has confirmed that the first tests of DRM on mediumwave for a UK domestic audience will commence on 23 April. 100 volunteers have signed up to participate in the year-long trial, which will broadcast BBC Radio Devon in DRM mode to the Plymouth area on its assigned frequency of 855 kHz. The AM transmitter previously operating on that frequency has already been switched off. The BBC says that teams of engineers are out in Plymouth and West Devon measuring background noise on the frequency while there are no BBC transmissions. The results of the DRM tests will be published in summer 2008.

UNESCO approves funds for Community Radio project

Radio Free Iraq reporter found dead in Baghdad
Khamail Khalaf, a correspondent in Iraq with RFE/RL’s Radio Free Iraq, has been found dead today in Baghdad. Khalaf had been missing for the past two days amid fears she had been kidnapped.
Khalaf began working with Radio Free Iraq in 2004. Radio Free Iraq broadcasts to Iraq from its headquarters in Prague at Radio Free Europe/Radio Liberty.
“She was a talented broadcaster with a background in television journalism,” RFE/RL President Jeff Gedmin said. “She risked her life to bring news and information to the Iraqi people. And for all of us at Radio Free Europe/Radio Liberty and many other colleagues around the world, I know that our thoughts and prayers are with her and with her family right now.”
Khalaf leaves behind three children.

NHK to provide new digital radio programs

Hiroyuki Tsukada, Director-General of the Public Relations Department at Japanese public broadcaster NHK, told journalists at a press conference: “NHK has been remodelling its data broadcast equipment for the digital radio service and launched its test operation on March 22. Full operation is scheduled to start on April 9, with new programming of news bulletins, weather forecasts and data broadcasts linked to programmes of the new broadcasting year. The line-up of entertaining and useful programmes takes full advantage of the new digital technology. It includes such data broadcasts as Let’s Play with Digi-Ra (Digital Radio) which is designed for mothers and pre-school children.”

April specials from Air Mail Postage and DX Supplies

Dear DXers,
Several customers have asked about making the Euro mailers and returns with self seal "peal and seal" glue rather than "lick and stick". Seems a few DX stations are asking for them. The cost of peal and seal is higher. There is a more important reason why we will not offer this.
The shelf life of peal and seal glue isn't very long. To get a good price on envelopes, we have a year+ supply made up. Some customers order enough envelopes to last them 1-2 yrs...or longer. Some peal and seal glue can last 2 years before it dries up. So you can see the problem. "Hey Bill! I bought these envelopes last year and they don't seal anymore! What's going on!!"I found an old pack of envelopes, more than 10 years old. The glue still worked.
One of my customers bought out the remaining red bordered airmails that we offered BEFORE introducing the current Euro envelopes in 1994!! He's still using them AND the flap glue STILL seals the envelope.A couple customers have mentioned that a few VE hams have questioned the old VE stamps I supply. Being such old stamps, they think they might be uncancelled stamps being reused. Reusing uncancelled stamps is a problem here in the States.
My only suggestion was to include the Canadian return postage without affixing the stamps to the return envelope, that way, the DX station can see the stamps aren't used ungummed stamps, but just old mint stamps.

Former Radio 10 Gold employees launch Internet oldies station
A group of former employees of Dutch oldies station Radio 10 Gold, have launched an oldies Internet radio station, Radio 1008, because, they say, they “believe in the enormous potential of this ever-increasing target group, and its commercial viability”. A few weeks ago, Radio 10 Gold’s owner, Talpa, laid off most of its staff, and plans to silence the mediumwave transmitter on 1008 kHz by the end of April as a cost-cutting measure.
The former employees say there’s evidence that younger listeners are also interested in music of the 60’s and 70’s, and dispute the theory that playing this music means you can only target an older age group.
There are online streams for Winamp and Windows Media Player - though for the latter a plugin is required as the station uses the latest codec - there’s a link on the site to download the plugin.

Cutbacks in Swedish public radio
Swedish Radio News reports that the number of employees working with national radio production at Swedish Radio will be decreased by 40%. The staff reductions are among the conclusions in an internal study, analyzing the consequence of decisions made by Swedish Radio’s management and Board of Directors.
Recently Swedish Radio announced it had to save 100 million kronor (more than US$14 million) by 2008 because of a budget deficit.

Ghana's Communication Minister to regulate broadcasting standards
Ghana’s Ministry of Communications is to introduce a bill to Parliament soon to regulate broadcasting standards in the country. The acting Director General of the National Communications Authority (NCA), Major J R K Tandoh, speaking at the NCA’s first Consultative Forum in Accra. says the broadcast Bill will stipulate regulations on ownership and operation of the electronic Media.
The plan to formulate a bill to regulate the electronic Media comes more than ten years after the liberalization of the airwaves. During this period, more than 160 companies around the country were licensed to operate, with an estimated 120 stations currently operating in the country, apart from the state broadcaster.
Major Tandoh noted that the Media Commission has been a partner in promoting better standards in the absence of a comprehensive Act of Parliament, however the time has come to regulate the industry properly with a broadcasting act and the forums is one of many steps being taken to collate views on the bill.
Participants at the forum included Media owners and practitioners. They saw presentations on the migration of the broadcast industry from analogue to digital within eight years.

France 24 in Arabic launches on Hot Bird™
The new Arabic version of France 24, which launched yesterday at 1400 UTC, is available through the Hot Bird™ 8 broadcast satellite of Eutelsat Communciations. This new language version joins the French and English versions of France 24, the French international news channel, which are already available to cable and satellite homes across Europe, North Africa and the Middle East through Eutelsat’s Hot Bird™ 7A, Atlantic Bird™ 2 and Eurobird™ 1 satellites.
The daily Arabic schedule of France 24’s third channel runs for four hours, from 1400 to 1800 UTC, and includes a 10-minute news bulletin every 30 minutes, talk shows, business analysis, culture, weather reports and sporting highlights.
“We are very pleased to initiate broadcasts of this new version for Arab-speaking communities in Europe and the Mediterranean Basin which benefits, among others, from Eutelsat’s Hot Bird™ satellites which bring access to over 110 million television homes, of which over 47 million are satellite homes,” said France 24’s COO Jean-Yves Bonsergent.“This is a major event for us. Syria on amateur radio April 10-27
YK, SYRIA. Saad, N5FF, will once again be active as YK1BA. He is expected to arrive in Damascus during the evening of April 9th and should be active between April 10-27th, before returning home to Texas on the 28th. Saad informs OPDX, "As usual, the purpose of the trip is not a DXpedition, so my operating will be spotty. However, I hope to be able to operate at least 3-4 hours a day. With the current band conditions and my typical operating times, I suspect that I will spend most of my radio time on 30, 40, and 80 meters. However, I will operate on whatever band (80-10m) and mode that have the best propagation at the time. Most probable operating times are between 2000-2300z or between 0200-0500z, and possibly some occasional activities between 1200-1400z. I will be active on SSB, CW, and RTTY." QSL via N5FF.

Dangerous ultra-nationalist group threatens radio

Reporters Without Borders today condemned the death threats made yesterday against the employees of Istanbul-based O^zgu"r Radyo and called on the government to take the safety of journalists more seriously. "In the light of previous tragic events in Turkey, especially the murder of newspaper editor Hrant Dink, it is vital that the authorities take measures to protect O^zgu"r Radyo's staff," the organisation said..
Yesterday's threats were made by the Turkish Vengeance Brigade (TIT) in the form of an email that reached the "Investigation" section of the station's website (ozgurradyo.com) and contained direct death threats against the station's staff."Stop broadcasting separatist programmes," the email said. "We are watching you and we know where your homes are. This message is our last warning. The Turk has reawakened and the Turk's rage will annihilate those who aim to divide the motherland. If you do not stop betraying Turkey, your end will be the same as the others. Your destiny will be the same as that of the other traitors."
The threats were repeated yesterday evening. The station's representatives reported the matter to the police today.The TIT made threats against the Turkish-Armenian weekly Agos the day after Dink, its editor, was gunned down outside its offices. The group was responsible for the May 1998 attack on Akin Birdal, the former head of the Human Rights Association (IHD), and for death threats against lawyer Eren Keskin and singer Ferhat Tunc,.A TIT member, Semih Tufan Gu"naltay, received a 19-year prison sentence from an Ankara assizes court in 1999 for the attempted murder of Birdal, who was shot eight times but survived. After serving four and a half years of the sentence, Gu"naltay was released under an amnesty law.Five journalists were give police protection on the orders of Prime Minister Recep Tayyip Erdogan, after Dink's murder.

CHINA. 6115, Voice of Strait (presumed), 0900-0944, April 2, Chinese programming, OM interviewed by YL, fair, assume this must have been either Channel 1 or 2 programming; clearly // 7280 (fair-poor) & 11590 (poor-very poor). Checked 6115 & 7280 around 0830 and they were not parallel. Interesting to find a time that all three separate channels are carrying the same programming (Channel 1 - News & Public Affairs, 11590, Channel 2 - Lifestyle, 7280 and Channel 3 - Fujianese, 6115). CLANDESTINE (No. Korea). 6045, Shiokaze One via Yamata, April 1. Tuned in at 2021 to hear a good signal of pulsating noise/jamming. Strong Yamata carrier on at 2029, well above the jamming. 2030 usual piano IS and introduction by YL (believe in Japanese). Shiokaze One always seems to be presented by a YL and Shiokaze Two by a OM. From 2030-2045 the jamming was faint and was not a factor in hearing the YL. From 2045-2052 the jamming was almost moderate at times but still not too bad. After 2052 could not make out the jamming (off?). 2056 sign-off announcement and off at 2100. At 2058 there was moderate QRM from the sign-on of a strong CNR-2/China Business Radio on 6040. Overall I would rate the jamming as ineffective and that the majority of the programming could easily be heard without any real problem. (Ron Howard, Shanghai, China)

More changes for BBC transmissions

BBC World Service has changed its shortwave transmissions in some parts of the world, in line with listener trends in radio. Increasing numbers of people around the world are choosing to listen to radio on a range of other platforms including FM, satellite and online, with fewer listening on shortwave.
Please note broadcasts in English to Eastern andCentral Europe on shortwave have stopped. English shortwave broadcasts to Southern Europe havebeen reduced to 12 hours a day and Arabic languageshortwave broadcasts to the Middle East have beenreduced to 14 hours.In both cases the shortwave listening times of earlymorning and evening have been retained. This will be a loss to some listeners but there are anumber of alternative ways of hearing BBC programmes. Ads on web to overtake radio by 2008
Spending on advertisements using the Web will overtake radio in 2008, a year earlier than forecast, according to new data released today. ZenithOptimedia, a media planning and buying firm, said it expects the Internet to account for 8 percent of the world’s total advertising spending in 2008, compared with 7.9 percent for radio.
Norway, Sweden and the UK are three markets were the Web already accounts for more than 10 percent of advertising expenditure and this is expected to grow to 11 countries in two years. The Internet has its highest ad market share in the UK, where it is expected to attract 16.6 percent of advertising spending this year and 22.6 percent in 2009, ZenithOptimedia said.
Fastest-growing ad markets in the next two years are expected to be the Middle East and central and eastern Europe, with high oil prices providing a boost to several countries. Qatar and Egypt are expected to see their ad markets grow by 304 percent and 221 percent respectively between 2005-2009.
Global advertising spending is forecast to rise 5.2 percent this year, on a par with its long-term trend, but this figure masks different growth rates in various media such as outdoor advertising, newspapers, magazines, cinema and television. In 2008, the global ad market is expected to enjoy a short-term boost from the summer Olympics, presidential elections in the US and European soccer championship - events that traditionally stimulate advertising spending.
Ad spending on the Web is expected to grow six times faster than traditional media between 2006 and 2009. ZenithOptimedia said apart from the Internet, only cinema and outdoor advertising are expected to grow faster than the market to 2009. The company has downgraded its forecasts for newspapers and magazines as publishers spend more on online products and less in print, adding that newspaper spending is essentially stagnant.

China developing direct broadcasting satellites
China Direct Broadcasting Satellite Co Ltd, an enterprise established by China Satellite Communications Corporation and Sino Satellite Communications Co Ltd (SINOSAT), formally opened on 30 March. The company is engaged in developing satellites for direct broadcasting and is building China’s first direct radio and television broadcasting system.
China plans to use the SB4000 commercial satellite platform developed by France’s Alcatel Alenia Aerospace Company to launch its Chinasat 9 satellite in 2007, and the Chinese-made Dongfanghong IV satellite platform to launch SinoSat-4 in 2008. The signal for this direct radio and television broadcasting system will be possible to receive in more than 98 percent of the country. Users in remote areas will be able to receive the signals by using a small antenna.

WRN German service becomes available on Astra digital

WRN has announced that, from April 5th 2007, its German language radio station WRN Deutsch will become available on the Astra digital satellite at 19.2 degrees East.
Gary Edgerton, WRN’s Managing Director, says, “We have been receiving feedback from our German-speaking listeners in Germany, Austria and across Europe, asking when WRN Deutsch was moving to Astra digital. We also know that the German-speaking market is enthusiastically embracing digital satellite so we felt now was the right time to make this important move.”
WRN Deutsch offers listeners daily and weekly shows from international public broadcasters in Europe and around the world. Some of the most popular shows on WRN Deutsch are produced by the German departments of China Radio International, Radio Romania International, Voice of Russia, Korea’s KBS World Radio, Vatican Radio. Polish Radio External Service, Radio Prague, HCJB, Radio Sweden, Radio Budapest, Israel Radio and Radio Slovakia International.

After this time WRN Deutsch will be available on Astra digital as well as its existing Hot Bird digital satellite channel, which remains unaffected by this change. WRN Deutsch can also continue to be heard across Berlin on 97.2 MHz, via WorldSpace Satellite Radio, on local German cable and on the Web.
