Russian pirate station from Belarus active on 3940 kHz

For a long time I've been noticing logs of a Russian station on 3940 kHz named "Music Wave Radio". I never managed to hear this ID but the other day I heard "Russkoe Piratskoe Radio" (Russian Pirate Radio) and e-mail

I sent off a report and the next day came a response from Evgeny Shaden with a QSL and some info: 'Russian Pirate Radio' is indeed the name of the station, "Music Wave Radio" together with "Nostalgic Broadcasts" and "Radio Wagner" {Russian Legion of Foreign Soldiers group left Mali territory recently} are just the titles of the programmes. 

My observation is, that their programmes are generally biased towards patriotism. Their schedule is Saturday and Sunday 1900 "until early in the morning. They give the transmitter power as 20 kW, which would explain the strength, but they will not disclose even the country where the transmitter is located.

Belarus government continues to hamper Radio Racyja

Reporters Without Borders has condemned the Belarusian foreign ministry’s refusal on 28 May to issue accreditation to reporter Alyaksey Minchonak of Radio Racyja, a station based in the Polish city of Bialystok that broadcasts to Belarus. This latest obstacle for the station comes a month after the police raided its Minsk bureau and seized equipment.
“The authorities are continuing to harass Radio Racyja, one of the few independent news outlets in Belarus,” the press freedom organisation said. “We call for an end to this administrative persecution, which is motivated solely by political considerations.”
Minchonak was summoned to the foreign ministry on 28 May and was told his request for accreditation had been turned down on the grounds that he had already begun to work without permission.
The decision was “absurd,” Minchonak told Reporters Without Borders. “One the one hand, the foreign ministry targets us for working without accreditation, while on the other hand it continues to refuse our requests.”
The police still have not returned the five computers and other equipment they seized in the raid on Radio Racyja’s Minsk bureau a month ago. The pretext for the raid was the station’s alleged role in creating animated cartoons posted on the Internet in 2005, which were deemed to have insulted President Alexandre Lukashenko.
Radio Racyja was launched in 1999 by the Polish government and the Dutch embassy in Warsaw. Its repeated requests for accreditation in Belarus have always been rejected by the foreign ministry. It broadcasts from Poland and has a network of correspondents in Belarus who work without accreditation. It often criticises the government, unlike Belarus’ own state-controlled radio stations.

Changes likely in Polish broadcasts to Belarus

Poland is the major funder of two stations broadcasting into Belarus. But the country faces the ire of other donors and governments after its failure to assist in broadening the reach of an international project also based within its borders: the European Radio for Belarus (ERB).
The previous Polish government was more interested in supporting the two other projects, but there are signs that the new government, which is more internationalist, pro-Euro-Atlantic, and conciliatory than its predecessor, sees the value of compromise and the need to share the bulk of their initiatives’ funding with others. There is already talk of cutting the budgets of Radio Racja and BelSat by half.
Transitions Online believes that the three current services could be merged into one. Unfortunately, although the article was accessible free of charge earlier today, it now requires a subscription, which costs US$44.
