Russia Returns to DRM on Shortwave

Radio Purga targets Chukotka, the country’s northeasternmost region

Russia has resumed Digital Radio Mondiale broadcasts on shortwave. The country originally aired the Voice of Russia via DRM a few years ago. The new service is tentatively called Radio Purga (“Radio Blizzard”). The target area is the Chukotka region of the Russian Far East. Analog shortwave transmissions once served the area, but those ended in the early 2000s when the broadcaster left analog shortwave.

Chukotka is vast and the target audience only numbers a few thousand. Thus, shortwave is the only practical way to reach the population. The transmitter site, Komsomolsk Amur, used to broadcast Voice of Russia’s analog programming and is now being used for the DRM program.

Update on Republic of Adygea

Russia
After closing, a few years ago, Russia's foreign broadcasting  (Voice of Russia) and off last shortwave domestic broadcast transmitters (Radio of Russii, including - in Tulagino) in this range,
continued its work of a single transmitter, broadcasting a program of the Adygeya radio (GTRK "Adygea") in the amount of three hours per week for compatriots abroad on Circassian, Turkish and Arabic.

Current schedule of his work: 2100-2200 Moscow time (1800-1900 UT) on Mondays and Fridays, 2200-2300 Moscow time (1900-2000 UT) on Sunday at a frequency of 6000 kHz exactly (in the range of 49 meters) over 100 kW transmitter of the Kuban branch of the radio center RTRS "Krasnodar

Update on Voice of Russia's return to shortwave

The radio situation in the world so far has been, that more and more international stations are closing down. In December last year the structures of the Voice of Russia and R Rossii were dissolved and very few broadcasts continued on SW on DRM under a new structure. Nearly all employees were dismissed and Russia began to dismantel its many SW transmitters. But surprisingly Russia just has reported to the HFCC (High Frequency Co-ordination Conference) that from October 01, 2014, the Voice of Russia again will be broadcasting in 14 languages on SW also in AM, and Radio Rossii will be reestablished. Due to the conflict with Ukraine with Russian troops supporting the Pro-Russians in Eastern Ukraine and Crimea, they obviously do not think their domestic information is heard in the West. Thus they decided to reactivate their Foreign Service in full scale.

Voice of Russia closes Washington bureau

Facing legal problems, the Russian government-funded radio network - the Voice of Russia - has fired its Washington bureau staff and closed the office.

The shutdown happened July 14, amid allegations of tax fraud and claims of racial discrimination at the network.

Aleksey Iazlovskiy, the head of the VOR's US operations, pleaded guilty last year to tax fraud and will be sentenced later this year.

VOR's employment practices also have attracted attention from the IRS and the Equal Employment Opportunity Commission.

The IRS is investigating whether VOR used contractors alongside full-time, salaried employees to skirt payroll taxes. The Equal Employment Opportunity Commission took an interest in VOR after several former
staffers claimed they were fired because of their race.

The employees have filed a lawsuit against International TV Services, VOR's contract manager in the United States.

Some suspect Voice of Russia will quickly return to the US through a different management company without the legal troubles.

Earlier this year, the Russians stopped Voice of America broadcasting in Moscow on AM radio.

Voice of Russia trips up again

This week the shortwave radio hobby, has been informed that Voice of Russia will cease all shortwave transmissions on April 1, 2014. That revelation didn't really surprise anyone as this year the station scaled back their presence on shortwave dramatically.

The original statement was posted by Alokesh Gupta at the Cumbre DX Mailing list. It was also reposted by Georgi Bancov on Prime Time SW group, as well as included within the WWDXC Top News 1154 on 21 March, 2014. We thank these individuals for their postings.

Within the hour, Teak Publishing contacted the same individual from Voice of Russia that released the original reply, to obtain a final confirmation and any additional information on the station's future plans. Our reply, from Ms Osipova, stated;

" I have already forwarded an inquiry to the VOR Technical Department to obtain an official confirmation of this information. I will get back to you when I hear from them."

Did I read that right ? So basically, this confirms once again to the hobby, the left hand of Voice of Russia doesn't know what the right hand is doing. It is inconceivable to believe that within hours - Voice of Russia stated " the Voice of Russia is closing shortwave broadcasts as of April 1st.", followed by "I will get back to you when I hear from them."

So what do we believe ? We have prided ourselves with the friendly working relationship we have shared with the station while associated with Monitoring Times and now Teak Publishing.

One would think, considering the continuing strifes, that Voice of Russia would consider increasing their world listening audience, rather than slam the door.

After several online stories & predictions about closure of shortwave services by Voice of Russia received this official response today....

Voice Of Russia  -Former 'Radio Moscow' - To End Shortwave Broadcasts

Voice of Russia (http://english.ruvr.ru/), the former Radio Moscow during the USSR era, will cease shortwave broadcasts as of January 1, 2014. From the 1950s through the 1980s, the station, as Radio Moscow, was a virtual beacon for short-wave listeners (SWLs), many of whom gravitated into Amateur Radio.

Voice of Russia currently broadcasts to 160 countries in 38 languages for an aggregate 151 hours per day on short and medium waves, on FM, via satellite, and via the Internet. Earlier this year shortwave transmissions were cut to 26 hours a day in all languages, down from more than 50 hours a day in 2012.
VOR, which claims to be the first radio station to broadcast internationally, will continue to broadcast online and via three medium-wave transmitters.

 In 2003 VOR was among the first major international radio broadcasters to launch daily broadcasts to Europe in Digital Radio Mondiale (DRM http://www.drm.org/).

As a result of a decree signed earlier this month by Russian President Vladimir Putin, the Voice of Russia radio company officially ceased to exist on December 9 and merged with several other state-run news agencies as part of Rossia Segodnya, a Russia-based international news service. Putin's decree also abolished the State Fund of Television and Radio Programs, placing it under control of All-Russia State Television and Radio Broadcasting Company.

Putin makes big changes

Russia's President Vladimir Putin has abolished the country's state-owned news agency RIA Novosti.

In a surprise decree published on the Kremlin's website on Monday, Mr Putin announced it would be replaced by a news agency called Russia Today.

The new agency will be headed by journalist and keen Kremlin supporter Dmitry Kiselev.

The state-owned Voice of Russia radio station has also been closed. The decree was effective immediately.

President Vladimir Putin has ordered the merger of the RIA Novosti news agency and the Voice of Russia broadcasting company to set up Rossia Segodnya (Russia Today) international news agency. The reorganization aims to ensure cost-effectiveness of the agencies, the head of the presidential administration Sergei Ivanov said.
The relevant decree, entitled "On certain measures to raise the operational effectiveness of state-owned mass media" is posted on the presidential website.
In line with the decree, as of the moment of the liquidation of RIA Novosti, the rights of its founder will be transferred to the "Rossia Segodnya" agency.
Pursuant to the decree, the news agency will manage the property, including foreign property, used by RIA Novosti for reporting Russian government policies and Russian public life abroad.
The "Rossia Segodnya" news agency will have its headquarters at 4 Zubovsky Boulevard in Moscow.
The core business of "Rossia Segodnya" will be "the coverage of Russian state policy and public life in the Russian Federation" for foreign audiences, the decree says.
The same decree liquidates the Voice of Russia state-owned broadcasting corporation. Its property will be placed under the management of "Rossia Segodnya" news agency.
Dmitry Kiselyov was appointed General Director of the new "Rossia Segodnya" news agency.

Voice of Russia to closedown shortwave

On the PCJ Media and PCJ Radio Facebook group page, Andy Sennitt, formerly of Radio Netherlands, has posted the news that Voice of Russia will cease all shortwave transmissions on January 1, 2014. Listener's can well remember the cold war days of Radio Moscow, broadcasting 24 hours on multiple frequencies and language services. Voice of Russia was active in QSLing, and a favorite to many.

The future for Voice of Russia

In recent months, there have been reports in the radio hobby press, that Voice of Russia plans to discontinue shortwave broadcasting this year. Following a query to my contacts at the station, I received the following response today. 

Dear Ms. Van Horn,

 Thank you very much for your letter. At the moment, the Voice of Russia continues to broadcast on all the frequencies, including shortwave ones. The station has been broadcasting on these frequencies since the beginning of 2013. The only exception was made to AM frequency 1430 kHz in New York where the broadcasting was stopped due to poor quality of transmission.

As far as shortwave broadcasting is concerned, there are many plans for its further development. However, I can neither confirm nor deny mass media reports relating to the claims that the Voice of Russia is to discontinue shortwave broadcasting. Besides, I cannot give you any details regarding this matter since no decision has been made yet.

broadcasting its programs in the shortwave (SW) band "due to the decrease in funding."

Voice of Russia Moscow, Aug_21 - Digit_ru. State radio "Voice of Russia" with the January 1, 2014 will stop broadcasting its programs in the shortwave (HF) range, according to a letter from the Deputy Chairman of the "Voice of Russia" Natalia Zhmay to the head of the company "Russian Television and Radio Broadcasting Network" (RTRS) Andrew Romanchenko.

In a letter to "Voice of Russia" on 15 August indicated that broadcasting in the HF band stops "due to the decrease in funding."

At present, the "Voice of Russia" uses RTRS transmitters for broadcasting to foreign countries in the medium (DM) and short waves. After the cessation of work on short wave broadcasting "Voice Rosii" to foreign countries from the Russian territory will be carried out, according to a source Digit.ru in the industry, with only three low-power medium-wave transmitters located in Transnistria, in Sakhalin and Kaliningrad.

The bulk of broadcast will focus on the FM-band transmitters located in foreign countries. Thus, broadcasting "Voice of Russia" from the territory of Russia is almost completely stopped.

"Voice of Russia" also notified RTRS that it would continue to relay transmitters in the NE and SW bands transmission of foreign radio stations on the basis of contracts with them. Digit.ru source said that among them, such as the "Voice of America", "Vatican Radio" and others.

Previously, since the beginning of 2013 "Voice of Russia" has reduced the total amount of broadcasting short wave up to about 26 hours a day, compared to more than 50 hours in 2012. Thus payment services RTRS "Voice of Russia" in 2013 due to the reduction of broadcasting decreased to 220 million rubles, compared with 550 million rubles in 2012.

Voice of Russia Radio Stops Shortwave Service
The Russian government's international radio broadcasting service Golos Rossii (Voice of Russia) will stop its shortwave broadcasts from January 1 next year, the Digit.ru online journal reported Wednesday.

The shortwave service is closing "due to funding cuts," Voice of Russia deputy director Natalya Zhmai said in a letter dated August 15 to Andrei Romanchenko, head of the Russian Television and Radio Broadcasting Network (RTRBN), the journal said.

Voice of Russia to close down shortwave

The following announcement,is everything I presently have on Voice of Russia's close down on shortwave. As I receive more, I will post it here first.

MOSCOW, August 21 (RIA Novosti) – The Russian government’s international radio broadcasting service Golos Rossii (Voice of Russia) will stop its shortwave broadcasts from January 1 next year, the Digit.ru online journal reported Wednesday.

The shortwave service is closing “due to funding cuts,” Voice of Russia deputy director Natalya Zhmai said in a letter dated August 15 to Andrei Romanchenko, head of the Russian Television and Radio Broadcasting Network (RTRBN), the journal said.

Voice of Russia, established in 1929, currently uses RTRBN transmitters to broadcast to foreign countries using short and medium waves. After the shortwave service goes off the air, only three low-power medium wave transmitters will be used to broadcast to other countries, an industry source told Digit.ru.

The radio will mostly use FM band transmitters based abroad, the source said.

At the beginning of the year, Voice of Russia cut the total volume of shortwave broadcasts to 26 hours a day from more than 50 hours in 2012.

Voice of Russia heard on AM with near shortwave-quality

I just discovered while tuning around the AM dial here in the Washington area, although it seems to have been available since October 2010: Voice of Russia website, 1 Oct 2010: Voice of Russia in New York City on 1430 and in Washington DC on 1390 24/7. The Voice of Russia World Service has launched a 24/7 AM feed for our listeners in New York City and Washington DC. 24 hours a day we'll fill you in on the latest developments here in Russia and the world." -- The feed sounds like a rather compressed mp3 stream, resulting in less than comfortable listening. Fading and interference aside, the audio fidelity was better when Radio Moscow transmitted via shortwave across the Atlantic.

DCRTV.com, 2 Mar 2011: "Arlington's WZHF (1390 AM) has flipped to the English language Voice Of Russia's programming. The brokered Spanish music and talk has disappeared from the station, which is owned by Multicultural Broadcasting, which is airing VOR programming on some other stations it owns in other markets."
