HAARP Closing Delay, But Facility Being Dismantled Piecemeal

The US Air Force has given the High Frequency Active Auroral Research Program (HAARP) facility in Gakona, Alaska, a death row reprieve of sorts. The Secretary of the Air Force told Alaska Sen Lisa Murkowski July 2 that it is "willing to slow the closure process and defer irreversible dismantling of the transmitter site" until May 2015. Those pushing for HAARP to remain open as a scientific research facility include several radio amateurs. HAARP proponents claim, however, that despite the delay, the Air Force has been picking the plant apart piece by piece, and that critical research instruments already have been taken off site.

University of Alaska Fairbanks (UAF) Professor Chris Fallen, KL3WX, who has conducted research at HAARP, told ARRL that it was his "unofficial understanding" that the Air Force has already rendered HAARP reversibly inoperable through the removal or relocation of critical diagnostic instruments, instrument shelters, office furniture, and even tubes for the multiple transmitters. HAARP's transmitters are capable of generating more than 3 gigawatts of RF in the HF spectrum, which its 180 antennas can direct upward to the ionosphere.

Secretary of the Air Force Deborah Lee James told Murkowski that the Air Force "will proceed with removal of government property not essential to operations and will seek to reduce maintenance costs through additional storage of equipment and winterization; however, we will retain critical hardware to maximize the potential to reactivate the site, should it be transferred to another federal government agency or a private entity next year."

In May Murkowski raised questions in Congress about the impending HAARP closure, and she took some credit for the shutdown delay. Murkowski had questioned why the Pentagon was planning to demolish HAARP, "asking whether it was fiscally sound to destroy an approximately $300 million facility when it costs less than one percent of that amount to operate it each year," a news release from her office said. She said she supports handing control of HAARP over to the University of Alaska or another research entity to "keep the world-class facility open and running."

"The [news release] states that the Air Force is in the process of removing 'non-critical' equipment, which essentially means anything not bolted to the floor such as generators, amplifiers, antennae, and control systems," Fallen asserted. "While I would consider the diagnostic instruments as 'critical' to an ionosphere modification observatory, this apparently is no at a universal interpretation." He said HAARP's diagnostic instruments, including the riometer and ionosonde, have not been available since June 2013 and are in immediate danger of being removed. Hams in Alaska have used data from both instruments in conducting their own ionospheric investigations.

Radio City & Hamburger Lokalradio slated for weekend

Radio City will be on the air this weekend, on Friday July 18, at 1800-1900 via IRRS on 7290 kHz and Challenger Radio on 1368 kHz. An additional transmission (during the summer) via Challenger Radio at 2100-2200m and repeated on Saturday July 19, at 09 - 10 UTC via IRRS on 9510 kHz. Old programs may be used by IRRS as fillers at random. Radio City is also on the air via Hamburger Lokalradio Saturday July 26, at 1200-1300 on 7265 kHz. Radio City is also aired every Saturday at 1900-2000, on 1485 kHz by Radio Mercurs, Riga, Latvia. Our mailing address remains citymorecars@yahoo.ca

Phone conversations (several) which continued to 2020. Recheck at 2053 as closing conversation ended. Program format as one of a radio play or special feature. Station singed off at 2156. This current Radio Free Asia summer schedule, supersedes all other RFA schedules that have recently been published in hobby newsletters, email news groups and blogs, as part of the IBB/BBG frequency adjustments from July 1, 2014.

This version, directly from the station’s frequency manager, is effective July 12. It does not separate the various language services, by broadcast days, or “frequency hopping.” Instead, it reflects what Radio Free Asia is currently broadcasting at what time and frequency.  Any adjustments to this schedule will be posted as those occur.

Highlights of Solar and Geomagnetic Activity 07 - 13 July 2014

Solar activity reached moderate levels this week with M-class flares observed from Regions 2113 (N07, L=165, class/area=Cao/80 on 07 July) and 2106 (N14, L=264, class/area=Cao/120 on 09 July). The largest was an M6/2B event (R2 - moderate radio blackout) from Region 2113 on 08 July at 1520 UTC. This event was accompanied by Type II (949 km/s) and IV radio emissions but the CME, observed in
SOHO/LASCO C2 coronagraph imagery at 1636 UTC, was directed north of the ecliptic and east of the Earth-Sun line. 

Approximately eight hours later, this same region produced an M1 (R1 - minor radio blackout) event at 09/0026 UTC, also accompaneid by a Type II emission (1187 km/s). A faint CME emerged from the east limb beginning at about 09/0125 UTC in SOHO/LASCO C2 coronagraph imagery. Again, this CME was judged not to be Earth-directed. 

Also on the 9th, an approximately 18 degree long filament, centered near S02E11, was observed in SDO AIA/304 imagery erupting between 09/1640-1757 UTC. SOHO/LASCO C2 imagery showed the CME emerging shortly before 09/1900 UTC. The CME was analyzed, modeled, and predicted to arrive at Earth around midday on 13 July. 

On the 10th, Region 2106 produced an M1(R1 - minor) flare at 2234 UTC without any accompanying radio emissions. 

The remainder of the week was characterized by C-class activity despite the presence of large, complex regions on the visible disk. Region 2108 (S07, L=239, class/area=Ekc/890 on 08 July) was the largest and developed a beta-gamma-delta configuration, yet produced only C-flares. 

No proton events were observed at geosynchronous orbit.

The greater than 2 MeV electron flux at geosynchronous orbit was at low levels throughout the week. 

Planetary geomagnetic field activity was mostly quiet during the week with the exception of the last synoptic period of 09 July and the first of 10 July, which were unsettled. At high latitudes, geomagnetic field activity reached active levels, with an isolated minor storm episode, on 12 July. Solar wind speed remained in the 300 km/s to the low 400 km/s range, steadily increasing from 08 July until midday on 10 July, after which it began to decline. Bz never dipped below -10 nT all week. After 13/0830 UTC, Bt began to increase significantly, nearing 11 nT by the end of the day. Phi was generally positive throughout the week, with the exception of a brief rotation to negative territory early on 12 July, which may have contributed to the disturbed conditions at high latitudes. 

Forecast of Solar and Geomagnetic Activity 14 July - 09 August 2014

Solar activity is expected to be at low to moderate levels (R1 - minor) throughout the forecast period, with an increased chance for moderate levels of activity after 24 July as the larger active regions begin to return. 

No proton events are expected at geosynchronous orbit.

The greater than 2 MeV electron flux at geosynchronous orbit is expected to be at normal to moderate levels throughout the period. 

Geomagnetic field activity is expected to be at queit to unsettled levels in the absence of any transients. Recurrent features are expected to bring unsettled to active conditions from 14-16 July, and on 26 July.

3310.00, Radio Mosoj Chaski, Cotapachi, 0020-0047. Spanish talk, 0032 instrumental music with vocalist, good signal. Also noted at 1000, Jul 03. (Wilkner). Also heard at 0115-0125, Jun 25, Quechua announcement to music - best in USB due to digital noise in LSB, SINPO 12221. (Petersen/DX Window 509)

6024.97 Radio Patria Nueva, Discovered that the station's streaming audio at www.patrianueva.bo/ was 1:26 behind the live studio audio. Accounting for the delay, I was able to hear one of the three "Patria Nueva" station ID's during the promo at 2359: 37, despite Voice of Vietnam (via Albania relay) playing music and splattering over. Also heard mentions on "El Mundo." The other IDs just did not make it through. (Sellers).

9818.9, Radio Nove de Julho, São Paulo, SP. For many months is on the air daily only at 0800-0100. From 0100 till 0800 is the program called "Com A Mae Aparecida" ( Together with Mother Aparecida) - they spell it "Com a Mue Aparecida". During the program the IDs are also "Radio Nacional", "Radio Nacional Agora....". Over 100 Brazilian stations are relaying " Com A Mae...", but  I heard on shortwave only on 9819.9 // 5035, 6135, 9630 and 11855. At 0100 they are announcing some of the names of sister stations. Com A Mae on 5035, 6135, 9630 and 11855 is at 2300 - 0800. Mon-Fri 2200-2300 on same frequencies and on 9819 is the program " A Voz do Brasil". (Pankov/DX Window 509)

11780.00, R Nacional da Amazônia, Brasília, DF, 2010-2025. Excited Portuguese football report about Colombia vs Uruguay in World Cup. Also heard Jul 04 at 2000-2220, excited live Portuguese football report from the match Brazil vs Colombia. At 2008 and 2128 Brazil had two goals with this report: "Goooooooooooooal", whereas when James Rodriguez from Colombia scored at 2139, it was just "Goal"! 45333. (Méndez, Mille and Petersen). Also heard at 0800-0830, Jun 28, ID, news report(?), QRM is CNR (China), Brazil was a good match for China about signal (not soccer), also I felt heterodyne signal sometimes, 32332. 11915, Radio Gaúcha, Porto Alegre, RS, 0043-0112. Talk in Portuguese with canned announcements at 0048. A canned ID at 0059 followed by time pips and advertisements.  Series of remote reports and telephone interviews. Poor to fair. (Rich D’Angelo, PA/DX Window 509)

4930, Voice of America relay. Musical station ID, at 0430 "VOA International Edition". African news in depth. Signal poor at SINPO 35232 // 4960 via São Tome' also of poor quality. (Harold Sellers, BC Canada)

4865, Radio Alvorada/Londrina 2350-0000. Portions of religious homily in Portuguese. Children's vocal chorus to congreation prayers recitation. "Alvarado" identification and station promo, um rádio da família," station frequency and studio location. Promotionals from announcer, ID repeat and mentions of "QSL" and location. Choir's religious hymn at 2358. Piano music to additional promo. Musical jingle ID into contemporary religious praise music, monitored to 0005. (Gayle Van Horn, NC)

4935, Radio Capixaba. Parallel programming with Deus é Amor. Portuguese pentecostal religious sermon before lively congregation. Ocassional breaks for choir vocals. By following the programming format, and one-on-one responses, and shouts of hallelujah, I believe this was a pentecostal faith healing event, which extended to 0037. Promotional for program, pastor's name, station ID and frequency. Item for book offer with São Paulo address. Piano music and quick promo. Local time check into religious sermon and crowd testimonials. Programming monitored to 0045. (Van Horn)

5990 Radio Nacional da Amazonia 0835. End of Brazilian music to deep-voiced announcer taking phone calls. Talk and mentions of Parana, São Paulo, Puerto Alegro. Return to Braz pops at 0847. Fair signal // with tremendous signal on 6180.01. (Sellers). Streaming audio http://radios.ebc.com.br/

9818.75, Radio Nove de Julho from São Paulo at 0108. Portuguese Catholic music and announcer's text. Poor signal quality. Brazil's Super Radio Deus é Amor at 0205 with Christian music and sermon // 6120 very poor. (Sellers).

5050, Beibu Bay Radio (BBR), Nanning, 1300. “the time now is 9 PM, Beibu Bay Radio,” followed by sound of cuckoo. Very distinctive. Signal fair and no hint of AIR Aizawl being here today. Only BBR heard today (Ron Howard, CA/DX Window 509)

5969.99, Gannan PBS, Hezuo, 1230-1240. Station ID. Chinese language is on the air at this time every day, signal at this time which is strong and stable in Japan, SINPO 44343. (Wagai/DX Window 509)

Clandestine
6135, Voice of Freedom, Hwaseong, 1134-1420. Found the first day that the DPRK finally decided to use the effective white noise heavy jamming, instead of the recently heard ineffective Shiokaze type jamming (pulsating noise). At 1300 impossible to make out one word of the "H?o H?o English” lesson for English and Chinese, but Jul 04 had only light pulsating noise jamming. (Howard). 5050, AIR Aizawl, 1209-1235. Back on the air today mixing with Beibu Bay Radio (China). Subcontinent music, 1220-1225 in English ("commentary" ?), 1230 "this is All India Radio." 9870, AIR, Bengaluru, 1143-1200. “Phir Wohi Raat Hai Khwab Ki” Kishore Kumar, cover song of Carpenters – Sing(?). It’s possible to hear well many Indian songs every day at this schedule. I think that it’s quite an interesting song for people in Europe and the US, SINPO 45343. (Wagai/DX Window 509)

3344.87, RRI Ternate, 1153-1230. Nice to have this back on the air for Ramadan. Mostly reciting from the Qur'an. Did not carry the Jakarta news at 1201, at 1230 light music, segment of phone calls and more reciting from the Qur'an. Signal began very poor and slowly improved. (Ron Howard, CA/DX Window 509)

4869.90v, RRI Wamena, 1239. Another Thursday edition of Kang Guru Indonesia (KGI), already in progress. Nice to find they are carrying their programs in sequence, with today being # 8504. First aired in February. History of International Woman's Day. Signal was poor, but semi-readable. (Ron Howard, CA/DX Window 509)

9525.87, Voice of Indonesia, Cimanggis, *0947-1139; 1005-1055 in English with “Exotic Indonesia” joint production between VOI Jakarta and "95.3 FM, RRI Denpasar" (Bali). News and "Today in History", live time check for "it's 6:30" in Bali (1030 UT). Chatting about activities in Bali. Chinese at 1100 with segment preempted by special "live program" in English. 12080, VOIRI/IRIB Kamalabad ar 0228 in Arabic with Islamic programming. Chors at 0230 to presumed national anthem. lady announcer's text amid poor signal quality. Station monitored in Uzbek service on 11880 at 0223. Just after sign-on with traditional Arabic music and presumed anthem. Call to Prayers at 0225. (Sellers). Streaming audio www.irib.ir

Kuwait
15540, Radio Kuwait, Kabd, 1941-2100.* English feature about development activities in Kuwait to 1956 pop music. Several nice IDs, news at 2049 followed by closing pop music selection. 9835 RTM Sarwak FM at 1014. Studio porgram with DJ format in Bahasa Malaysian. Southeast Asian music to ID, talk and ID repeat at 1025. Apparent "canned" station promo and ID over music at 1031. Station was off the air earlier due to antenna problems. (Sellers)  Streaming audio www.rtmsarawak.gov.my/ Station noted on 11665 at 1315 in Bahasa Malaysian. Station IDs of Wai FM and radio Malaysia. Strong signal. (Sellers).

4755l5 The Cross Radio at 1144 with announcer's talk about addictions and how God helped him. Pastor at 1148 before an audience. Religious music to DTMF tones heard shutting down transmitter. Poor signal quality. (Sellers).

9575, Radio Mediterranee Intl/Radio Medi. French programming at 0438 with intros for American tune Stupid Cupid by Mandy Moore, followed by continued French pop vocals. Signal fair. (Sellers).

North Korea
11710, Voice of Korea at 1337 with classical music, followed by discussion about re-unification of the Koreans. Good signal, heard on // 9435. (Sellers).

Palau
9965 Radio Australia relay at 1320 with Saturday Night Country program and a promo for the Hot Country Ultimate Party (a CD ?). Fair signal quality. Streaming audio www.radioaustralia.net.au
World Harvest Radio's Palau relay on 9930 at 1321. Saturday/Sunday broadcast with religious sermon. Station ID for Waymaker Ministries. Noted on 11600 at 1438-1500 from Palau relay. (Sellers).

3205 NBC Sandaun at 1202 in Tok Pisin/Pidgin language. newscast but too weak to confirm if in English. Frequencies 3260 and 3365 kHz were also heard in parallel but signal was very weak. (Sellers). PNG's NBC East New Britain on 3385 at 1150 with time check and phone number at 1159  playing Zamfir music and off suddenly off the air at 1200. (Sellers).

Rwanda
11800, Deutsche Welle relay at 0513. Interview concerning Nigeria for a fair signal quality. Relay also heard on 12070 // 11800 with drama/documentary about African family that has emigrated to Europe. (Sellers).

South Africa
3345, Channel Africa 0425. Vernacular (Afrikaans ?) conversation from male/female in an interview. Poor signal quality. BBC's Meyerton, South African relay heard on 11945 at 0519. Newsday program discussing a confederence on sexual violence. Sports headlines at 0521 for good signal. (Sellers)

4775, Trans World Radio. German religious sermon, followed by a hymn. Signal fair-poor with CODAR interference. Also noted on 9500 at 0515 in English (Sellers)

I would like to let you know that after  43 years on duty of which  approx. 38 years in different (technical and commercial) functions in  short-wave business surprisingly I received a remarkable offer from my
Employer MEDIA BROADCAST GmbH to realize a special form of early retirement which I really couldn't refuse.

Having said that, I have to admit that I will leave my long lasting employment which was mainly focused on all aspects of global short-wave business with a “laughing” and a “crying eye” – the laughing eye because from that date as mentioned above I will be able to take full time opportunity for new challenges and new projects which will have more private character and which were not possible to be realized until yet due to lack of time availability. For me, this is a real dream come through having the complete freedom to do this now and start a new segment in my life as having much more time available for my family including children and grandchildren.But also I will leave with a crying eye by closing that door behind in my life when I think back of all those fine people who I was allowed and privileged to meet and to talk to during meetings and customer contacts as well as during all those HFCC conferences face to face since 1995 when I started these commercial activities regarding short-wave business.

Let me take this opportunity to say “thank you very much” to all of you for a long term good business partnership in the best spirit to create a better world which should be a little bit more peaceful as it is today.

By the way, I tried to forget nobody to inform, but if it should be so, please don’t feel insulted if I forgot somebody to put in the loop.

Highlights of Solar and Geomagnetic Activity 30 June - 06 July 2014

Solar activity began the period at low levels with a C3/Sf flare at 30/1318 UTC from Region 2106 (N14, L=260 class/area Dao/140 on 04 Jul). Moderate levels were reached on 01 Jul when Region 2106
produced an M1 at 01/1123 UTC. Despite the vast areal coverage and magnetic complexity of Regions 2104 (S12, L=269 class/area Dkc/470 on 02 Jul), 2106, 2107 (S20, L=261 class/area Dko/340 on 02 Jul), 2108 (S08, L=239 class/area Eki/620 on 06 Jul) and 2109 (S08, L=219 class/area Ekc/830 on 05 Jul) solar activity remained at low levels for the rest of the period. A filament eruption centered near S43E59
was observed lifting off in SDO/AIA 193 imagery between 05/1800 - 06/0300 UTC but the subsequent coronal mass ejection was determined to be well south of the Sun-Earth line and is not expected to be
geoeffective. 

No proton events were observed at geosynchronous orbit.

The greater than 2 MeV electron flux at geosynchronous orbit was at normal levels throughout the period. 

Geomagnetic field activity was at mostly quiet levels throughout the week with the exception of two isolated unsettled periods on 30 Jun between 0000 - 0300 UTC and 03 July between 0900 - 1200 UTC. 

Forecast of Solar and Geomagnetic Activity 07 July - 02 August 2014

Solar activity is likely to be moderate through 15 Jul as Regions 2104, 2106, 2107, 2108 and finally 2109 move across the visible disk and then rotate around the west limb. Low levels are expected with
only a chance for moderate activity from 16 - 24 Jul. Activity is expected to increase on 25 Jul with the anticipated return of these large and magnetically complex regions. Moderate activity is likely throughout the remainder of the period. 

No proton events are expected at geosynchronous orbit.

The greater than 2 MeV electron flux at geosynchronous orbit is expected to be at normal levels throughout the period. 

Geomagnetic field activity is expected to be quiet from 07 - 08 Jul. Quiet to unsettled conditions are expected from 09 - 17 July with active periods possible on 15 Jul due to effects from a series of
coronal hole high speed streams (CH HSS). Mostly quiet conditions are expected for the remainder of the period with the exception of 26 Jul, when a recurrent weak CH HSS is expected to increase
activity to unsettled levels.

Peru
Radio Logos, 4810 kHz Station verified my email report with an electronic attachment reply in one day, from Rat Rising, Project Director, and from Rafael Rodriguez R. (who actually sent the E-QSL based on Ray's instructions). Ray mentioned in his email that Radio Logos is located at the end of the road from the larger city of Tarapoto, Peru. The station's signal is beamed to the jungle state of Loreto in nine indigenous languages. This is also at the end of the electric power grid. This has presented problems with power surges damaging the TB-1000 one KW transmitter. Since it was installed in July 2012, it has been off the air three times. Once it was repaired by instructions via Skype video and twice by the engineer from Canada. The last time, more line voltage protection, including a ferro resonant transformer was added. The receivers are fixed tuned units from Galcom. These are sent to the rural areas. (signed, Ray Rising K4LWJ/HK3SR).
