Czech pirate Radio Bila Hora annual New Years Eve programming

Our European blog readers, or those using a DX Tuner, should look for annual Czech pirate, Radio Bila Hora on shortwave 3333 kHz on December 31, 2008. Radio Bila Hora from the Czech Republic might be active from 1500 UTC on 3333 kHz on 31st of December 2008.

Details via 1. http://rbh.czechian.net/ .
Info via Martin Elbe on A-DX via Achim's blog

Although the station's website is in Czech, Google language tools can translate it from Czech into English (or whatever language you prefer).

I managed to log this station two years ago on 3333 kHz, but tried last year and nothing. So fingers crossed for this year.

Looking for the very best source for DX supplies and world wide postage stamps ?

Mint postage stamps of foreign countries can be purchased from Bill Plum's Airmail Postage and DX Supplies, 12 Glenn Road, Flemington, NJ 08822 USA.

Include a self-addressed-envelope for his current price list or request a price list via email at plumdx@msn.com. The prices represent Airmail rate to North America. Prices are subject to change without notice. No mimimum order via check, money order or credit card, but credit card orders under $ 15.00 will incur a $ 2.00 extra charge. Visa, MC, AMEX are accepted. Please include billing and shipping address for AMEX. Bill also has an email newsletter service of monthly specials, and email orders are welcomed!

Don't forget the DX supplies include European Airmail envelopes (European Air Return and European Air Mailer). These envelopes are perfectly acceptable for mailing to ALL parts of the world, not just to Europe. Their size insures you that a 4"x6" DX QLSs will not come back to you folded which could happen if you used small U.S. sized airmail envelopes. Bill's European Air Return fits into a European Air Mailer without folding. These two envelopes and up to 5 QSL cards weigh less than one ounce. The European Air Return and 2 QSLs weigh less than 10 grams. All envelopes are sealed in plastic for protection. Envelopes are packed 100 per size per package. The 5-/50 Combo comes in one package.

Eyeball cards, stateside QSLing nesting envelopes, QSL Card Albums and pages are also sold.

I have used Bill's service for years and find his prices affordable and dependable. All stamps are enclosed within a glassine envelope, so no worries of stamps sticking to the letter, and you can enclose the stamps as is in the letter to the station.

Recheck this blog the first of every month for Bill's monthly specials!

Snap Cracker Pop back on New Years Day

Greetings Snap Crackle Pop Fans;
I'm very happy to announce that the tradition continues. Once again, Paul Grant and I will hit the airwaves with a New Years Morning edition of Snap Crackle Pop. Tune in to CBC Radio One on Thursday, January 1, 2009, from six to eight-thirty AM for two-and-a-half-hours of vinyl and shellac shufflin' radio. We'll be spinning all three speeds - 33, 45 and 78 rpm - digging down deep to the roots of roots and popular music.

Because it'll be six in the morning, we'll start mellow with Canadian sax giant PJ Perry accompanied by Senator Tommy Banks on piano, moving into more jazz, some blues, a bit of folk and beyond.

The second hour perks up with a bit more blues, a dose of Calypso, some Fado, a few scarce, mid-50s Canadian rockabilly 78s, a touch of early Canadian C&W etc.

The last hour is actually only twenty-one minutes. Paul Grant and I call it the SCP trailer - a quick snapshot of the eclectic nature of this unique 'all records' radio show, featuring discs you may well not hear anywhere else (except on my CKUA radio show). From the stunning jazz vocals of Terri Thornton to some mean Merle Travis guitar pickin', we cover a lot of bases in the last twenty-one minutes of SCP.

All in all, it's gonna be a heckuva fun show as Paul and I celebrate the coming of a brand new year.

And, folks- thanks, always, for your excellent and entertaining e-mails, both to me and to the CBC. Your solid support is a big part of why Paul and I have continued to do this occasional Snap Crackle Poppin' thing since September 1996.
I'm including the link to CBC's 'Contact' page just in case the NY Morning show moves you to write again!

Cheers and a big loud HAPPY NEW YEAR from Paul Grant and from me,

Roy Forbes
PS. If you'd like a weekly fix of tunes from my 'slightly cluttered basement' you can tune in every Monday evening (six PM, Mountain Time) to Roy's Record Room on the CKUA radio network - via your AM or FM radio if you're in Alberta, via your computer at www.CKUA.com if you're anywhere else in the world. I've put together a special Christmas RRR for Monday, Dec 22. It'd be nice to have you tune in.

Here's a link to the RRR section of the CKUA website for more info. And, feel free to let me know if you'd like to be on the RRR e-mail list.

Solomon Islands shortwave radio activity

All times UTC

Solomon Islands
9541.4, SIBC, Honiara. 0715 Dec 6, good clear signal with good sharp audio, English news followed by a commercial and a chat about Red Cross Day. Interference and het from Sound of Hope, Tanshui, Taiwan, which comes on at 0900. SIBC was swamped by their carrier coming on air at 0845, with Taiwan’s signal and audio tramping all over the Solomons, which has by then weakened a little. Can still separate them by tuning to 9541.4 on USB which gets rid of the het and virtually blocks out Taiwan. No sign of 5020. (Stevenson-OZ, EDXP)

9441.53, SIBC, excellent signal at 1000 Dec 1. News in Tok Pisin. (Ritola-Finland, DXplorer) “Our short waves have been down for few weeks now. One should be back and I think you can get it on 9545. The other, 5020 should be back this week. Cheers, Walter Nalangu, SIBC Honiara.” (Aardal-Norway, HCDX)

9541.54, SIBC, 2210 Nov 30. Good and clear in USB mode avoiding 9540 het, relaying Radio Australia news reports in English, running a fraction of a second behind RA-Brandon 12080. Rechecked at 2248 and found popular island and western vocals, commercials in English, at 2300 English ID, SW frequency announced as 9545, then SIBC Mid-Morning news in English. Tnx to ARDXC members for the tipoff. (Clark-NZ, NZ DX Times)

9541.50, SIBC, Honiara. Fair improving to good, local messages in English and later announcements in Pidgin. Announced frequency as 9545 just prior to “The World Today” from the BBC at 0600 Dec 1. (Lynneberg-NZ, DXT)

9541v, SIBC 0800-1200. English and Pidgin. BBC relayed from 1200. (Seager, ARDXC & Wright, HCDX via DXplorer Nov.30/08)

9541.5 SIBC .12/26 with very nice signal, by far best heard this season, from 0809 tune with English news by woman. Into feature program at 0810 that included what sounded like several political speeches and a woman narrator. Music program from 0840 with several pop Christmas vocals among other pop songs, man and woman announcers. Frequent recorded commercials heard. Co-ch QRM present after 0900, but not problematic. (Bruce Churchill/Cumbre DX)

9541, SIBC December-22. English 0712-0736 Male announcer and dominant lady with talk segment to talks on music. brief English pop music and solo male choir Pacific style music. Some het. SINPO 33433 (Lucio Otavio Bobrowiec, Brazil/Cumbre DX)

The team will use the callsign E44M and will be active on 160-2 meters using CW, SSB, RTTY and all the digital modes with a maximum power of 1KW. 9950, Open Radio for North Korea via Gavar, Armenia (site not noted in letter) verified with a short QSL-letter in 20 days noting that they are issuing QSL letters instead of cards "as a result of printing difficulty" although they anticipate issuing cards in the near future. A copy of their current program schedule was also enclosed. (D’Angelo)

15180 Aso Radio International, via ?, *1600-1655, Dec 09, popped on at 1600 with drum/flute music, then a couple of ID's followed by a variety of talks in presumed Hausa, with an occasional selection of enjoyable West African music. Very good at tune-in but signal deteriorated after 1630 and was largely unreadable by 1655; think closedown may have occurred around that time. Went to the announced website http://www.asoradioonline.com/ and found out the station has been around for a long time on 93.5 FM. Wonder if there is any connection to the former "Radio Saa" that was on 15180 at this same time a couple of years ago? (Wilkins in DXplorer)

ODXA changes in the works

In my December Sign-On column you read a brief announcement of changes coming in 2009 for me and for the ODXA.
Next summer (possibly August) my wife and I will be moving to BC to be nearer our two grown children and my wife's family. We are looking at the town of Salmon Arm in the interior of BC.
The ODXA Executive Committee has met and discussed how to deal with this change.
Fortunately, my interest in the ODXA and Listening-In hasn't diminished and the internet and e-mail allows editors to be anywhere in the world. But at the same time I'm going to take this opportunity to lessen my workload a bit and reduce the impact of editorial deadlines upon my life.
The Executive Committee has agreed to the following:
* as of June 2009 Listening In will cease publication as a magazine
* current columns will be posted to the ODXA website, where they can be viewed or downloaded free of charge
* the article-type columns will continue to be edited by me and formatted as they are now
* loggings-based columns will switch to on-line postings, i.e. The editors will upload the loggings and DX news to the website. They will format them as they
wish. They can update their columns mid-month if they wish.
* membership/subscription fees will be dropped as of June 2009
* members will be given the option of receiving a refund or donating the balance of their fee to the ODXA
* those who currently receive the print version of LI will be given the option of subscribing to a service whereby I will print and mail columns copied from the website, once per month, at a fee that is based upon copying and mailing costs
* I will work closely with webmaster Fred Waterer to set all of this up on the website
* editors will set their own column timelines; I will post my items to the website whenever I have them
* article-type columns will be archived on the website, loggings will be kept online only as long as the editor deems necessary
* LI on Tape members will continue to be served by Joe in whatever way they choose to receive the columns
* Mail Order is already being phased out; we are not re-ordering books as they sell out; this will be the final year we will carry Passport, WRTH, etc. The Mail Order form in this issue shows what we have in stock as of this day of writing. Prices have been dropped to help clear the inventory.
* the website will carry announcements of new books and give advice on where to purchase them * we will stop attending hamfests; this will reduce Brian's workload
* we no longer need the profits generated by book sales and the costs of shipping keep going up and up (as of January parcel post will jump dramatically in cost)
* the ODXA is in good shape financially. With these changes we will require very few funds. If, in the future, we do need funds to maintain the website service, we will consider requesting donations or some other fundraising method.
If there is any question that you have and that I haven't answered, please write in. Moving on to other news, we are very happy to welcome Richard Cuff to our editorial team this month.
Rich is taking over the Click! column from Paul Guise, who retired last month.
Finally, as we enter 2009, I wish you a very Happy New Year.
73, Harold Sellers

Highlights of Solar and Geomagnetic Activity
15 - 21 December 2008

Solar activity was very low. The visible disk was spotless during the entire summary period.

No proton events were observed at geosynchronous orbit.

The greater than 2 MeV electron flux at geosynchronous orbit was at normal levels during the entire summary period.

Geomagnetic field activity was at mostly quiet levels at all latitudes during the period. Isolated unsettled activity was observed at high latitudes late on 17 December due to a brief excursion of southward Bz (-5 nT at 17/1400 UTC) as measured at ACE. During the summary period, ACE solar wind measurements varied between a high of 377 km/s at 17/0338 UTC to a low of 278 km/s at 21/1833 UTC. The Bz component of the IMF varied between a low of -6.8 nT at 17/0101 UTC to a high of +8.5 nT at 17/0255 UTC.

Forecast of Solar and Geomagnetic Activity
24 December 2008 - 19 January 2009

Solar activity is expected to be at very low levels.

No proton events are expected at geosynchronous orbit.

The greater than 2 MeV electron flux at geosynchronous orbit is expected to reach high levels during 02 - 06 January. Normal levels are expected 24 December - 01 January and again on 07 - 19 January.

Geomagnetic field activity is expected to be at quiet levels during 24 - 30 December. Activity is expected to increase to unsettled levels during 31 December - 02 January due to a recurrent coronal hole high speed stream. Activity is expected to decrease to quiet levels during 03 - 17 January. Activity is expected to increase to unsettled levels during 18 - 19 January.

Eletronic DX Press Radio Monitoring Association to offer anniverary QSL

To commemorate the 13th birthday of the Electronic DX Press Radio Monitoring Association on January 4, 2009, special QSLs are now being issued for all correct reception reports received up to the end of 2009 for "Radio EDXP" programs hosted by various international shortwave broadcasters.

The full color QSLs show Australian scenes and wildlife, and indicate the actual transmitter location and the name of the host broadcaster.

"Radio EDXP" is the EDXP's long-time broadcasting service, offering news reports and schedule updates about international broadcasting, propagation, and monitoring. The programs are known as the "Australian DX Report", and host broadcasters include:

Worldwide Christian Radio (WWCR) - Nashville, Tennessee, USA. Every week, on Sundays, at 0300-0315 and on Mondays at 1245-1300

The Voice of the Andes, HCJB, Quito, Ecuador, each month during the "DX Party Line" English program. The DXPL is broadcast over HCJB-Australia (Kunnunurra, Western Australia), WWCR, WRMI and IRRS (Slovakia)

World Harvest Radio International, T8WH Palau, WHRA Maine, and WHRI Indiana, monthly during the "DXing with Cumbre" English program

Adventist World Radio worldwide network, every month, during the "Wavescan" program, on weekends. This may be heard over transmitters in Guam, Germany, and WRMI.

Reports must include sufficient details for validation purposes, and indicate the date (UTC), time (UTC), frequency, quality of reception, and
interference effects, and should be sent to:

Radio EDXP, 404 Mont Albert Road, Mont Albert, Victoria 3127, Australia

Return postage is mandatory - A$2 in mint Australian stamps (for Australian addresses), one IRC or US$1 elsewhere

E-QSLs
Radio EDXP electronic QSLs are also available and reports may be submitted either by Email, to bobpadula@mydesk.net.au or via the on-line Reception Report Template. You "pick up" your E-QSL at a special Website after you have received an E-mail notification from EDXP.

The Template is at http://edxp.org

Radio EDXP is also available via the Internet, with a new episode produced each week, and may be accesssed at http://airm.edxp.org

Background
Formed in January 1996, in Melbourne, Australia, the EDXP is a society to bring together relevant information about World Radio High Frequency Broadcasting, and Australian domestic broadcasting, in a structured and timely manner. Information is contributed by members or researched by the EDXP administration. Most members reside in Australia.

Special free guest membership is available at http://edxp.org

The EDXP pioneered the use of electronic mail in Australia for collaboration between members, and celebrates its 13th birthday on January 4, 2009, moving into its 14th year of continuous operations.

Good listening to Radio EDXP, nsd your reception reports would be appreciated!

Ethiopia station news update
6889.92 Radio Fana, at 2035-2059* UT on Dec 18, Amharic talk. Local music. Poor to fair in noisy conditions. \\ 6110 kHz - good level but poor overall signal due to co-channel QRM. (Brian Alexander-PA-USA, DXplorer Dec 18)

9556.04v Radio Ethiopia, 0703-0711, Dec 21, slightly off nom. 9560 kHz. On 9556.04 kHz at tune-in. Drifting up to 9556.32 kHz by 0710 UT. Vernacular talk. Local tribal music. Fair. Very weak on \\ 7165 kHz. (Brian Alexander-PA-USA, hcdx Dec 21)

An Amharic-speaker has translated the announcement that is being repeated on the new 6090 kHz station. It says the tests are from Amhara Regional State radio. The following schedule is announced: 0300-0600, 0900-1100 and 1400-1700 UT. I have confirmed these times to be correct. It is announcing three frequencies: 6090, 7264 (sic) and 9740. I have only heard 6090, which has good signal strength.

I've also heard the email address of being announced on 6090 (or it could be ). The tests on 6090 kHz are NOT in \\ with Amhara State radio which is heard on the listed 801 kHz MW. I can hear a total of 11 SW transmitters from Ethiopia at present:

5990v/7110/9704 Radio Ethiopia National Service.

7165/9560v Radio Ethiopia External Service (and anti-Eritrea clandestines).

6110/6890 Radio Fana (also heard on 1080 MW).

5950/5980 V. of Tigray Revolution (5980 is only heard for the early morning transmission, closing at 0530 UT).

Note: 5950 is much stronger than 5980, but has telephone-quality audio, supporting the theory that 5980 is from Mekele (where the studio is) but 5950 kHz is from Addis Ababa.

6030 R. Oromia (also heard on 1035 MW).

6090 The new Amhara State radio.

There are also unidentified Ethiopian MW stations on 684 and 1044 kHz. These are not in \\ with the National Service on 594/828/855/873/972 kHz. (Chris Greenway-KEN, - listening in Siaya District, western Kenya; BrDXC-UK and DXplorer Dec 23)

Germany: clandestinr station update
New schedule for two clannies to Ethiopia I'm not able to identify further (since I simply have lost track on all the organizations bombarding this region with shortwave broadcasts):

Something dubbed "Ethiopians for democracy" on Wed, Fri and Sun (perhaps aka. "Voice of Ethiopian Unity"?) and a certain "ELF" on Wed, both 1700- 1758 UT via Nauen (running 125 kW) on 11835 kHz.

Voice of Oromo Liberation (if it's them) Thu, Tue, Sun 1600-1700 UT via Juelich has been moved to 11760 kHz as of Dec 4.

Greenland heard on again on 3815
2105-2214* Dec 16+17, KNR, Tasiilaq (USB only) Greenlandic / Danish Greenlandic ann, songs, 2200 jingle, news in Danish (pres), song at close - back on ordinary schedule! 14232 - 12231 deep fades and CWQRM. 2008 Clandestine Activity Survey

During the year 2008 the activity of political clandestine stations broadcasting on shortwave has dropped by 5.3 % to 1251 Weekly Broadcastin Hours (WBHs). This is the result of the latest Clandestine Activity Suvey, which has been published annually since 1986.

The activity of clandestine stations broadcasting to target areas on the Asian continent has decreased by 2.6 % to 915 WBHs. Activity to target areas on the American continent has remained unchanged at 215 WBHs. The activity to target areas on the African continent, where volatility has always been very high in recent years, has decreased by 27.5 % to 121 WBHs.

The most active target area worldwide is now - for the first time in the history of the CAS - North Korea with 245 WBHs (+49 when compared with last year), followed by China P.R. with 224 WBHs (-16) and Cuba with 215 WBHs (unchanged).

The number of different target areas active worldwide has decreased from 18 to 17, with Senegal dropping from the list of active targets. On the other hand, no new or reactivated target areas have been reported over the past 12 months.

'The Little Impostor' - by Fouad Laroui

This season Radio Books highlights work from the diverse immigrant community of the Netherlands and Belgium. Fouad Laroui was born in Morocco, attended university in Paris and now teaches and writes in Amsterdam.

Identity is an important theme in Laroui's work and certainly in his Radio Books story. At a French Lyceum in Casablanca, all the boys are going home for Christmas holidays except Mehdi. What must he do to experience a French-style family Christmas?

The Mighty KBC Radio set for special Christmas broadcast

"Old Dutch Rocker" Eric van Willegen, who runs The Mighty KBC Radio, has hired a 100 kW
shortwave transmitter in Lithuania to blast 1960s rock’n’roll all over Europe this Christmas.
“Let the kids listen to their I-Pods” Eric insists “We’re running a real radio station playing
real 60s Rock’n’Roll for those of us used to twiddling with the knobs, and if there’s a bit of
hiss and whistle included, well that’s all part of the experience!”
The Mighty KBC Radio will be heard on Christmas and Boxing Day (25 and 26 December) from 1000-1530 UTC on 9770 kHz , and again at 2130-2230 UTC on 6055 kHz with tapes of the legendary Wolfman Jack Show. The full details are on www.kbcradio.eu.

Christmas on the radio following the crash of 1929

The Old Time Radio website, Radio Days, provided this audio from December, 1929 - two months after the famous stock market crash. Given the current economic situation, I thought it was somewhat poignant to share again as we approach Christmas Eve, 79 years later.
It features the KHJ Radio performers singing Christmas songs. Radio Days provided this explanation:

"In 1929, Los Angeles radio station, KHJ, was owned and operated by Cadillac dealer, Don Lee. As a Christmas gift to his staff, he provided a specially-prepared Brunswick disc which featured various KHJ performers singing Christmas songs as a part of the disc. This file is a clip - a little over 4 minutes of that recording and provides some nice Christmas background reminiscent of the times."

Father Christmas gets his own radio station in France

RNW’s Rob Kievit writes: French radio authority CSA has issued a Restricted Service Licence to Father Christmas. Until 31 December 2008, “la Radio du Père Noël” can be heard with a 50W transmitter on 107.9 MHz in the Marne area in the East of Paris. The Father Christmas radio station is run by the Bleu Pomme foundation, a Paris-based audio and radio marketing company.

The format is mainly music with a Christmas connection. There’s a lot of variety, though, with styles ranging from traditionals via gospels to jazz. Even 1980s dance music presented by a DJ is part of the line-up. From time to time commercials are heard. The station has webstreams in various formats on its website, as well as its own online player.

4th Wellenforum Christmas Contest 2008

4th Wellenforum Christmas Contest 2008
21 December 2008 - 04 January 2009

Here are the rules:

1. Contest period:
from 21. Dec 2008 to 4. Jan 2009.

2. Stations
During the contest you have to receive BC stations on long- and medium wave.

3. Participation Conditions
Participation is free and independent from a listener club membership. Newcomers can also participate as well as medium wave specialists. Like the last wellenforum contest, participation is via an online form. You can find the form on http://www.contest.wavetalk.org/ . Please follow the registration hints. Every station has to be heard at least for 10 minutes. Notes on the
programme heard have to be logged as detailed as possible to really identify the station (no empty phrases like “music”, “news” etc.).

4. Points
Every bc station log on long wave and medium wave is counting. Logs without a clear identification will count one third of the points that you can get for this station. Points for a log are depending on the CIRAF zone of the station. This is based on the publication ”EDXC RADIO Countries” that we will provide.

Scoring scheme:
Station logged from the CIRAF zone of the place of reception 10 points Station logged from a CIRAF zone bordering the zone were your place is 20 points. Station from the rest 30points

Example:
Your place is in Germany. Your CIRAF zone is 28. All stations from this zone are 10 points worth. Stations from CIRAF zones bordering zone 28 are 20 points worth (bordering zones are 18, 27, 29, 37, 38 and 39). The rest is 30 points worth.

5. Award:
Every participant will receive a participation certificate showing individual score and ranking prompt after the contest has finished.

Falkland Islands Radio Service begins Internet streaming

Just saw this message from “rob4aluk”on the Digital Spy website:
“A friend from the Falkland Islands in the South Atlantic emailed me to say that the Falkland Islands Radio Service (FIRS) has started to broadcast on the Internet for 6 hours per day (from 1000 GMT). Their stream URL is :
http://asx.abacast.com/falkland_isla…io-live-24.asx
I’ve been told that its a direct link up with their 530kHz mediumwave signal so the audio is not that hot but might be of interest to those who would like to listen to a local service in a UK overseas territory.”
Indeed, I am listening to it as I type this, and it appears to be an off-air relay with some fading. To my ears, it sounds like one of the FM transmitters rather than mediumwave. The stream is only 32 kbps, but the audio quality is quite good. The schedule through 8 January 2009 is available on the FIRS website at
http://www.firs.co.fk/schedule.php

Southern Sudan: new radio station to launch in early 2009

A group of private investors with close links to the Government of Southern Sudan (GOSS) have invested in a new radio station that will have wider reach than the existing broadcasters. Based in Juba, the new Voice of the People (VoP) will, according to its proprietors, deal mainly with developmental issues. “It will be the voice of the people of Southern Sudan and will mainly focus on the developmental challenges facing the Southern Sudanese people and ways of overcoming this. As a result, we shall be hiring professionals from all walks of life from Africa, but mainly from Southern Sudan,” says 31 year old, Benjamin Bol Yei, a shareholder of the soon to be launched station.
Cyprien Hiniolwa, an engineer who works for the United Nations and who is in charge of setting up VoP, says that the new radio station will be able to relay its content to a radius of 360 kilometres in Southern Sudan. “There is no other indigenous radio station that currently has this reach. All the radio stations currently on air serve small radiuses of about five kilometers and that is mainly in the towns of Rumbek and Juba,” he says, adding that having its content available online will enable VoP to reach an even larger audience.
VoP also plans to set up a TV station. Currently, the only Southern Sudanese TV Station, Southern Sudan TV (SSTV), is wholly owned by the government and is yet to become fully operational. Although already on air, it is currently just replaying advertisements telling what it will offer.

Additional pirate logs

Euro-pirate
6305, 12/13, 2145 Heard carrier and some pop music. I tuned a bit, trying to center on the carrier and found the next one on 6307. It was an announcement of “This is Radio ----, broadcasting on...” Just as I was getting the computer program up to record it, it went off the air. Man! I think the two stations were QSOing. The second sounded like a Dutch DJ...maybe Boomerang? (Yoder,PA/Cumbre DX)

China bans broadcasters websites

China appears to have banned a number of foreign websites, including the BBC’s Chinese language news site and Voice of America in Chinese, BBC News reports. The sites had been unblocked after journalists attending the Beijing Olympics complained that the government was censoring sites deemed sensitive.
The BBC expressed disappointment at the apparent reinstatement of the ban. But a Chinese government spokesman told journalists that some sites contained content that violated Chinese law. Among the other sites blocked are Asiaweek, Reporters Without Borders and some Hong Kong and Taiwan sites.
China imposes strict controls on the dissemination of information through the web, employing teams of people to remove sensitive content, police bloggers and remove access to certain sites.

Then, the right to reproduce: we hear about a doctor forced to offer reproductive therapy to a teenager, against her better judgement. We hear from a woman who was forced to have an abortion in China, and an essay about the challenges of infertility.

And we discuss the protection of children's rights with two South African women who run a home for abused young people.

Broadcasters pledge to uphold broadcast standards

The representatives of international broadcasters - BBC World Service, Deutsche Welle, Radio France Internationale, Radio Netherlands Worldwide and the Voice of America – who met in Paris on Thursday , recognized the important contribution the Declaration has made to promoting a better-informed world.

The meeting, at Radio France Internationale, noted the importance of Article 19 of the Declaration, which states, "Everyone has the right to freedom of opinion and expression; this right includes freedom to hold opinions without interference and to seek, receive and impart information and ideas through any media and regardless of frontiers."

They said that their organizations must continue to maintain the highest journalistic standards of accuracy, objectivity and truth in upholding the Declaration.

They noted that some governments have been implicated in harassing, detaining, expelling, threatening or - in extreme cases - killing journalists, committed as they are to freedom and information. They also expressed, with regret, the efforts by some governments to contravene the Declaration by interfering with international broadcasts through deliberate blocking of transmitters ("jamming") and blocking of websites.

The broadcasters underlined the continued determination of their broadcast organizations to overcome these obstacles in order to reach the largest possible audiences worldwide, through traditional means - radio and television - as well as the Internet and other emerging digital media.

These new media, they noted, offer unprecedented opportunities for interaction across national borders and between diverse groups of people, in keeping with the spirit of the Declaration, which enshrines the right to "receive and impart information and ideas through any media and regardless of frontiers."

Alain de Pouzilhac, CEO of Radio France Internationale said "Our meeting in Paris was very constructive and I am delighted that the five major international broadcasters share the same desire to broadcast objective and impartial news broadcasts to all publics."

The Voice of America, which first went on the air in 1942, is a multimedia international broadcasting service funded by the U.S. government through the Broadcasting Board of Governors. VOA broadcasts approximately 1,500 hours of news, information, educational, and cultural programming every week to an estimated worldwide audience of more than 134 million people. Programs are produced in 45 languages.

Voice of Malaysia internatet radio services

These are the external services from Malaysia . Full schedule is listed in the page:
http://202.190.233.9/vom/schedule.htm (from the VoM `s site )

From little observations I have found in the previous month :

ON the VoM1 channel, English service can be heard in the 07-0830 time followed by the Malay and the Indonesian program passing the 1230 time

ON VoM2 I found the Chinese program ending on 1230 instead of the scheduled 1200 on 1600-1700 carries the Arabic sce and the Malaysian service on 1700- 1800 being in contrast to what is shown in the schedule page (1530-1700 for Arab service and 1700-1900 for Malay ) This also is verified to my older SW observation.(Zicharias Liangas, Greece/Cumbre DX)

Peruvian logs
4775, Radio Tarma, 1048-1100 Intially noted a male in Spanish language comments followed immediately with music. Signal was poor and CODAR made it practically impossible for a better signal. At 1051, canned promos heard. (Chuck Bolland, FL December 16, 2008)

Peru, 4857.45, Radio La Hora, 1052-1100 At tune in, noted Spanish ballads. Time mentioned during music by a female. Noted a pattern with the music when the machine would get stuck on a track and keep repeating. I've had this experience with my CD player in my truck whenever the CD is slightly damaged and gets stuck and keeps repeating. At 1058 a couple of ADs noted.
At 1100 ID given as, "...Radio La Hora ..." canned followed by a second canned ID with a different person. Live comments from a male at 1101 then more canned stuff. Signal was fair. (Chuck Bolland, FL December 16, 2008)

Radio Liberty broadcasts partially resume in Kygyzstan

Text of report by privately-owned Kyrgyz AKIpress news agency website
Bishkek, 17 December: Radio Azattyk (Liberty) resumed its broadcast on the territory of Kyrgyzstan on the short wave on 16 December.
Azattyk programmes are aired by means of HotBird and AsiaSat satellites as well as with the help of local partners - private radio companies Almaz, Salam, Most, Parlament and L-W. However, a short waveband does not cover all the territory of Kyrgyzstan as it used to be when broadcast was on the technical base of the Kyrgyz National Television and Radio Broadcasting Corporation [NTRBC]. Radio Azattyk now can air only in Kyrgyzstan’s north, and the south is not covered.
Azattyk is pessimistic about the prospects for resuming cooperation with the NTRBC.

Highlights of Solar and Geomagnetic Activity
08 - 14 December 2008

Solar activity was very low during 08 - 10 December with no flare activity observed. Activity increased to low levels on 11 December by virtue of an isolated low-level C-class flare from Region 1009 (S25, L = 146, class/area Dso/050 on 10 December). Region 1009 emerged on 10 December as a simply-structured spot group. It departed the visible disk early on 13 December. Activity decreased to very low levels during 12 - 14 December with no flare activity observed. A filament disappearance (location N50W15) occurred between 12/0600 - 0800 UTC and was associated with a slow CME off
the northwest limb based on SOHO/LASCO C2 data.

No proton events were observed at geosynchronous orbit.

The greater than 2 MeV electron flux at geosynchronous orbit reached high levels during 08 - 10 December.

Geomagnetic field activity was at quiet levels at all latitudes during most of the period. ACE solar wind measurements indicated a subsiding coronal hole high-speed stream was in progress at the start of the period. Velocities gradually decreased from 532 to 314 km/sec during 08 - 10 December. A solar sector boundary crossing (away (+) to toward (-)) occurred late on 10 December associated with minor increases in velocity, plasma density, and IMF total field intensity.

Forecast of Solar and Geomagnetic Activity
17 December 2008 - 12 January 2009

Solar activity is expected to be at very low levels.

No proton events are expected at geosynchronous orbit.

The greater than 2 MeV electron flux at geosynchronous orbit is expected to reach high levels during 02 - 06 January.

Geomagnetic field activity is expected to be at quiet levels during 17 - 21 December. Activity is expected to increase to unsettled levels during 22 - 24 December due to a recurrent coronal hole high speed stream (CH HSS). Activity is expected to decrease to quiet levels during 25 - 30 December. Activity is expected to increase to unsettled levels during 31 December - 02 January due to another recurrent CH HSS. Activity is expected to decrease to quiet levels during 03 - 12 January.

Ye Ethiopia Adera Dimtse Radio programming

Ye Ethiopia Adera Dimtse Radio
http://nazret.com/blog/index.php?blog=15&title=ye_ethiopia_adera_dimtse_r
adio&more=1&c=1&tb=1&pb=1
Tedla Asfaw

The December 10 program of "Ye Ethiopia Adera Dimts" program , posted on ecadf is worth listening. It brought respected voices of the people that includes Eng. Hailu Shawel a popularly elected opposition leader, Obang Metho and Tamagen, activists from the Diaspora on its program.

I hope this young radio will continue to entertain voices that will make real differences in Ethiopia and avoid the trap of being the voice of any party. The name "Adera" in Ethiopia has a big connotation. One of the saying in Ethiopia in Amharic, "Ye Tesete Adera Ke Mitefa Ye Woledute Yitfa" shows, promise/Adera given to someone has much more value even than once own child and never to be abandoned at any circumstance.

Radios who are the voices of parties and other independent radios like "Adera" have big job of mobilizing Ethiopians to battle the TPLF racist thugs on all fronts and they should be supported and encouraged by the public.

Let us all promise to focus on the real enemy, TPLF, and bring freedom to our people by respecting our differences. The next Monday (Dec. 15) rally in D.C. organized by different radio stations to call for unconditional release of Teddy Afro is an initiative which has a full support of Ethiopians and let us come out in force, snow or rain, and show Ethiopian Unity for foes and
friends. Please read and distribute this 15 year research article

Then we'll ask if there's a right to wear whatever you want, with a Kenyan MP fighting for the right to wear traditional clothes in Parliament. Then, a look at dress codes in Indian schools, and we hear about the struggles facing a Saudi fashion designer for men and women.

And, the survivors of the Sichuan earthquake in China are facing a cold winter without adequate housing. We'll look at their right to be warm, and who's responsible for it.

Bicycle! Bicycle! Here in Holland biking is, well, the way to go. There are more than 18 million bikes for only 16.3 million people. Which is lovely on a sunny day in the park, but can make for some interesting issues. This week we'll look at bicycle parking, stolen bicycles, the most common bicycle accidents (ouch!), and much more.

We look at the rights to what happens to your body with a look at organ donation. Some are arguing for 'presumed consent' laws that mean organs can be taken from a deceased person, unless they opt-out while they're alive.

Then we'll ask if there's a right to wear whatever you want, with a Kenyan MP fighting for the right to wear traditional clothes in Parliament. Then, a look at dress codes in Indian schools, and we hear about the struggles facing a Saudi fashion designer for men and women.

Radio and TV Marti launche redesigned website

Radio and TV Martí launched this week a newly redesigned version of its Spanish language website, www.martinoticias.com, giving users a full spectrum of media offerings including live streaming radio and television programming. The site features more Web stories, including audio and video, allowing up to nine stories to be viewed and giving users a better idea of the full scope of the news from Cuba, Latin America and the rest of the world. The site incorporates RSS feeds, and in the near future, will provide visitors the ability to subscribe to receive e-mails of news stories in their areas of interest.
“For anyone who wants to know what’s going in Cuba today, this is the place to come,” said Pedro Roig, director of the Office of Cuba Broadcasting, which oversees Radio and TV Martí. “We want to enhance our Internet and digital media capacity and make it a priority. Our goal is to reach as many as possible, which is very difficult in Cuba.”
Other features of the site include a 24-hour news ticker, offering the latest headlines, as well as special feature news stories. According to Roig, Radio and TV Martí hope to further augment its Internet presence, possibly with a presence on social media sites YouTube and Facebook.

Zimbabwe gets vital news from VOA during crisis

Daily radio program 'Studio 7' broadcasts in English, Shona, and Ndebele

WASHINGTON, December 9, 2008 - The Voice of America (VOA) is providing Zimbabweans with vital information on health, politics and international developments during the crisis that led President Bush today to join those calling for the country's leader to step down.

"The VOA's Studio 7, broadcasting in English, Shona and Ndebele, has long played a critical role in informing the people of Zimbabwe about what is happening in their country," said VOA Executive Editor Steve Redisch. "The country's escalating crisis, and the worldwide attention to it, make accurate news and information more important than ever for Zimbabweans," he said.

In recent months, Studio 7, a daily radio program that has been on the air since 2003, has reported in detail on the humanitarian crisis that intensified as the death toll from a cholera epidemic climbed to over 600, largely as a result of a lack of water treatment and broken sewage pipes.

Several weeks ago, Studio 7 reported on the virtual closure of the state hospital system in Harare and other cities shortly before the cholera epidemic. In addition, Studio 7 has interviewed local health experts and international officials daily. Discussion segments allow listeners to voice concerns about the country, which has few basic commodities, soaring unemployment and sky-high inflation.

In recent days, Studio 7 brought listeners interviews with former U.N. Secretary General Kofi Annan and former U.S. President Jimmy Carter, both members of a delegation dispatched to Zimbabwe by the international organization of eminent persons known as the Elders. The group was barred from entering Zimbabwe by the government.

Zimbabwe's humanitarian crisis - along with the refusal of President Robert Mugabe to adhere to a power-sharing agreement with designated Prime Minister Morgan Tsvangirai - has prompted a growing chorus of international figures to call for Mugabe to leave.

Studio 7 is funded through a grant from USAID to VOA.

BBC and Deutsche Welle new DRM services airs ahead of schedule

The BBC and Deutsche Welle (DW) today launched the new Digital Radio Mondiale™ (DRM) digital radio channel for Europe that was scheduled to begin early next year. The channel is an 18-hour daily broadcast of the best international programmes in English from BBC World Service and DW. It also brings to the audience all the advantages of the DRM digital radio including near-FM quality audio, text messages, Journaline and an Electronic Programme Guide (EPG).
This first ever joint BBC-DW DRM radio channel has been launched using six transmitters, which are used in pairs, to cover much of Western Europe. The signal covers France, Germany, Belgium, Netherlands, Luxembourg and other neighbouring countries.
The broadcast can be heard from 0500-2300 UTC on shortwave and on 1296* mediumwave. DRM digital radios can automatically tune into the best frequency using information carried with the broadcasts. The channel has a rich mix of programmes offering global news and current affairs, in-depth analysis, documentaries, cultural programmes and sports including English Premiership football and German Bundesliga.
BBC World Service is represented on the channel with flagship news and current affairs programmes such as Newshour, The World Today and Europe Today as well as Sportsworld, Science in Action and Digital Planet. DW is putting Newslink, Money Talks, Living Planet, World of Music and Eurovox on the schedule.
Erik Bettermann, Director General at Deutsche Welle, said: “This project creates a great opportunity for two of the world’s most-established broadcasters to work together. Along with the BBC, Deutsche Welle will be able to offer first-class content on an innovative platform and reintroduce listeners to DRM technology. This new channel will show European audiences the benefits of good cooperation.”
Nigel Chapman, Director BBC World Service, said: “I welcome the opportunity to reach the new audiences that the coverage from this new DRM service will bring, free of the interference and in an audio quality only available on FM and other digital services. It is also an opportunity for other broadcasters to embrace the benefits that this new technology can bring.”
Ruxandra Obreja, Chair of the DRM Consortium and Controller Business Development, BBC World Service, added: “This exciting new DRM digital radio channel for Europe will give audiences a chance to listen to the best of BBC and DW in clear digital quality. We are looking forward to the response in the region, crucial for this economical and versatile system’s future. We hope that the channel content will stimulate the production and marketing of commercial DRM receivers leading to the graduation of long-distance radio broadcasting into the new digital era.”

Highlights of Solar and Geomagnetic Activity
01 - 07 December 2008

Solar activity was very low through the period. No flares were observed. The visible disk was spotless.

No proton events were observed at geosynchronous orbit.

The greater than 2 MeV electron flux at geosynchronous orbit was at normal levels on 01 - 05 December and at high levels on 06 - 07 December.

Geomagnetic field activity was at mostly quiet levels on 01 - 03 December. From 04 - 07 December, activity increased to unsettled to active levels, with isolated minor to major storm periods observed at high latitudes. This period of activity was due to a recurrent coronal hole that rotated into a geoeffective position. By midday on 07 December, activity decayed to mostly quiet levels and remained so through the balance of the summary period. The period began with ACE solar wind velocities at about 290 km/s. These velocities persisted through early on 03 December when wind speed gradually increased to about 325 km/s by midday on the 03rd. Velocities continued to increase through the period and reached a maximum of 570 km/s at
07/0748 UTC. During this timeframe, the Bz component of the IMF varied from a high of +8 nT (05/1746 UTC) to a low of -8 nT (05/2128 UTC) with a Bt max of 11 nT (05/2019 UTC), all associated with the coronal hole high speed stream. The summary period ended with solar
wind velocity near 500 km/s.

Forecast of Solar and Geomagnetic Activity
10 December 2008 - 05 January 2009

Solar activity is expected to be at very low levels.

No proton events are expected at geosynchronous orbit.

The greater than 2 MeV electron flux at geosynchronous orbit is expected to reach high levels during 10 - 12 December and 02 - 05 January. Normal levels are expected during 13 December - 01 January.

Geomagnetic field activity is expected to be at mostly quiet levels on 10 - 12 December. Activity is expected to increase to quiet to unsettled levels on 13 December due to a recurrent coronal hole high speed stream (CH HSS). Activity is expected to decrease to quiet levels during 14 - 21 December. Activity is expected to increase to unsettled levels on 22 - 24 December due to another recurrent CH HSS. Activity is expected to decrease to quiet levels during 25 - 30
December. Activity is expected to increase to unsettled to active levels on 31 December - 02 January due to another recurrent CH HSS. Activity is expected to decrease to quiet levels during 03 - 05 January.

BBC World Service available worldwide on Nokia mobile phones

For the first time, the BBC’s English and Arabic international news channels are now part of Nokia’s Internet Radio application on mobile phones, following an agreement between BBC World Service and Nokia. From today, three audio channels – BBC World Service in English, BBC World Service’s 24-hour rolling news in English, and BBC Arabic – will be available on the latest Nokia mobile phone models as part of their preloaded Internet Radio application. All three channels will be available for live streaming 24 hours a day.
Ruxandra Obreja, Controller, BBC World Service Business Development, said: “I believe this is an innovative agreement, getting BBC exposure on one of the latest digital platforms, giving listeners from across the globe access to our distinctive and compelling content in English and Arabic.”
Karl Kathuria, Head of Digital Delivery, BBC World Service, added: “For delivery over the Internet Radio platform, we are providing an MP3-format stream that can be picked up via Wi-Fi or through a mobile data connection, mirroring our online offer in these languages. This is the first time we’ve made our live 24-hour audio streams available specifically for a mobile platform, as part of our commitment to a multi-format strategy.”
The Nokia Internet Radio application can be downloaded to various Nokia device models for free from nokia.com/internetradio and is also preloaded in selected Nokia S60 3rd edition devices.

Canada's CHU moving to 7850 kHz

After seventy years of broadcasting Canada’s official time, NRC’s shortwave station CHU will move the transmission frequency for the 7335 KHz transmitter to 7850 KHz. The change goes into effect on 01 January 2009 at 00:00 UTC.
CHU is a part of NRC’s system for disseminating official time throughout Canada, broadcasting 24 hours a day from a location approximately 15 km south-west of downtown Ottawa. Listeners hear tones to mark the seconds, voice to announce the time in French and English, and digital data to set computers.
The atomic clocks at CHU are part of the ensemble of clocks in the time and frequency research laboratories in Ottawa, at the National Research Council Canada. The NRC clocks are used in conjunction with clocks in the time laboratories of other countries to construct the internationally accepted scale of time, UTC (Coordinated Universal Time), which is now the reference for official time used by all countries. UTC is the modern implementation of Greenwich Mean Time.
“Coincidentally, this frequency change comes at a time when NRC is investing resources to refurbish the aging transmitters at CHU in order to provide clear, dependable shortwave services as part of NRC’s mandate to disseminate time to all Canadians.” said Raymond Pelletier, Technical Officer at the NRC-Institute for National Measurement Standards, who oversees the CHU facility. “The shortwave time service is especially beneficial for those in remote locations where there is limited access to internet and telephone communication. CHU also provides a back up against failure of other services.”
In April 2007, the International Telecommunications Union re-allocated the 7300-7350 KHz band from a fixed service to a broadcasting service. Since then, interference on the 7335 KHz frequency has come from many information broadcasters around the world.
CHU listeners in Canada and around the world who have for so long considered the 7335 KHz frequency exclusively for time signals, are very vocal about this interference. We have heard from amateur radio operators, watchmakers, astronomers, and navigators who use the tones and voice signals. As well, comments were received from those who use the carrier as a calibration source at a distance for their equipment.
To give notice to users, CHU will broadcast an announcement in both English and French. More information about CHU can be found at:
http://inms-ienm.nrc-cnrc.gc.ca/time_services/shortwave_broadcasts_e.html
Comments about the CHU change can be sent by e-mail to radio.chu@nrc-cnrc.gc.ca .

RFE/RL protests removal from Kyrgyz airwaves
of report by Radio Free Europe/Radio Liberty website on 7 December Bishkek: In an indication that Kyrgyzstan’s brief experiment with pluralism may be ending, authorities in this Central Asian country confirmed on Friday that RFE/RL radio and television broadcasts have been taken off the air.
“The suspension, which began on October 8, was initially portrayed as a payment dispute, but we have since traced the payments and confirmed deposit and receipt,” said RFE/RL President Jeffrey Gedmin. “Ten weeks have passed. Our programmes remain off the air. Kyrgyz officials have refused to meet with us to resolve the situation. Frankly, we expected more from a country trying to prove its reformist credentials in the region.”
Melis Eshimkanov, director of state-owned UTRK, gave his first public acknowledgement of RFE/RL’s situation yesterday in remarks to Reuters after announcing the suspension of the BBC’s local service, also on contractual grounds. UTRK is the only nationwide Kyrgyz-language broadcaster in Kyrgyzstan, and has long aired RFE/RL radio broadcasts and prime-time television programmes.
The original suspension of RFE/RL programming coincided with local elections in Kyrgyzstan on October 5, which exposed political turmoil in the country and galvanized public criticism against President Kurmanbek Bakiyev for concentrating power.
RFE/RL’s Kyrgyz Service, known in Kyrgyzstan as Radio Azattyk, broadcasts three hours of radio programming a day and produces two weekly prime-time television news shows, “Inconvenient Questions” and the youth-oriented “Azattyk Plus”. The Service is extremely popular in Kyrgyzstan - recent surveys by Intermedia show that 40 per cent of all Kyrgyz adults either listened to Kyrgyz Service radio broadcasts or watched its television shows at least once a week.

Mint postage stamps of foreign countries can be purchased from Bill Plum's Airmail Postage and DX Supplies, 12 Glenn Road, Flemington, NJ 08822 USA.

Include a self-addressed-envelope for his current price list or request a price list via email at plumdx@msn.com .

I have used Bill's service for years and find his prices affordable and dependable. All stamps are enclosed within a glassine envelope, so no worries of stamps sticking to the letter, and you can enclose the stamps as is in the letter to the station. If you're looking for the best in stamp servies for your overseas mail, contact Bill the Stamp Guy!

Bolivia's Radio Fides log
6155.25, Radio Fides, 1030-1045. From tune in, noted steady news presented by various males in Spanish Language. At 1032, a series of ads or promos presented. One thing I like about Bolivian Radio Stations, especially those on shortwave, is the fact that they all are a few hertz off frequency. As far as I can tell, that's the case with each station. I suppose this maybe an intentional condition that they possibly feel allows their station to be heard by their listeners or possibly their transmitter is not precise enough to tune down to the nearest Hertz easily? Regardless, it makes tuning in Bolivian stations a lot easier especially if one has a good notch filter on his receiver. Getting back to Radio Fides, the talk continued during the period while the signal faded from a fair to poor. (Chuck Bolland, FL December 2, 2008)

On 4th with S5, SINPO 35343 for 13800 delayed over // 7315 on S9 SINPO 43534 with 1 kHz tone. (Zacharias Liangas, Greece/Cumbre DX)

Bolivia
6134.79, Radio Santa Cruz, 0958-1020. Initially noted a program of Bolivian music which continued through the hour mark. At about 1005, a series of promos and ID's heard, all of them canned; then at about 1010, back to music. Signal was good. (C. Bolland, FL)

Ethiopa
6889.93, Radio Fana, 2030-2059*. Nov 30. Local music. Amharic announcements. Poor to fair. // 6110 - good level but with co-channel QRM. (B. Alexander, PA)

7110, Radio Ethiopia, 2035-2101*, Nov 30. Amharic talk. Euro-pop ballads. US pop ballads. Sign off with national anthem at 2059. Fair signal with weak co-channel QRM. // 9704.19 - poor with QRM from 9705.(B. Alexander, PA)

Indonesia
4976.02, RRI Pontianak, (presumed)1058-1105. At tune in noticed music in progress. Gotta make this a "presume" since no break on the hour or comments during the period. Signal was poor. (C. Bolland, FL)

Nigeria
6089.85, Radio Nigeria, Kaduna, 2045-2157. Nov 30, Vernacular talk. Some local African music. Poor with adjacent channel DRM splatter. Completel. Covered by Anguilla 6090 at their 2157 sign on. (B. Alexander, PA)

Tibet
6200, Xizang PBS Lhasa, 1630-1700, Dec 3. "Holy Tibet" English program, news (tells number of students attending school, government money being spent to remodel the monasteries, etc.), segment "Tourism of Tibet", finally heard with decent audio at their sign-off: "Okay, that's all for today's program. Hope you had a good time listening to Holy Tibet program. Also if you have anything to tell us, you can contact us at:
China Tibet People's Broadcasting Station
No. 41 Beijing [sounded like "Zhonglu"?]
zip code 8850
Thank you for joining me", "This is China Tibet Broadcast Company calling Tibet. Holy Tibet will take you to visit the roof of the world. Holy Tibet is the window into the world of Tibet". (R. Howard, CA)

Laos
4412.6 Sam Neua from 1100 recording start with decent carrier but no real audio until 1125 when hrd some type of Laotian music program fading in and running to 1200 with male announcer. At 1200 intro instrumental music followed by male announcer with what sounded like news program with actualities, etc. from 1201.5 to 1214. Female/male announcers at 1214 to 1229. Woman announcer 1229-1230. Strong but not overwhelming CODAR QRM, but otherwise low noise llevels. SINPO 23442. Signal improved slightly from 1125 to 1230 end of recording.(B Churchill, CA)

Mongolia
7260, Mongolia, Mongolian Radio, Ulaanbaatar. November-30 Mongolian(sch) 0855-0859 YL talks and short instr. music between. SINPO 23432. (L. Bobrowiec, Brazil)

North Korea
2850 KCBS Pyongyang, 1315, 12/02/08. Typical NK-style communist opera with female vocals, not // to 3250/3320 which were also audible at this time. Fair to good but fading rapidly by 1330 recheck. (M. Schiefelbein, MO)

3250/3320 PBS Pyongyang, 1319, 12/02/08. Presumed Korean. Female and male announcers with a rather impassioned-sounding diatribe. Both frequencies were parallel to each other, but not the same program as 2850. 3250 weaker than 3320, both mostly poor. (M. Schiefelbein, MO)

9665.56 KCBS Pyongyang, 2327, 12/02/08. More revolutionary opera, which aside from the source is actually fairly pleasant to listen to, seemed to flow from piece to piece without any announcer commentary. Best in USB due to a big het from something right on 9665, but unsure what - several possibilities listed. First time heard here at this hour. Poor. (M. Schiefelbein, MO)

Papua New Guinea
7325, Papua New Guinea, Wantok Radio Light(tent), Port Moresby. November-30 0819 Folk music, 0823 female talks then male, 0825 faded out. Very weak, SINPO 23322. (L. Bobrowiec, Brazil)

Peru
4826.46, Radio Sichuan, 1021-1040. Mainly heard Spanish comments from both a male and female during the period. Some music heard, but only as a "bridge" so to speak. Signal was fair to threshold during the period. By 1040, it was evident that the signal was fading out for the morning. (C. Bolland, FL)

4835.45. Radio Maranon, 1115-1120. Surprised that this is still readable because of the late time, but noted a female in Spanish language followed by a male. This signal is cycling in and out as it fades into the noise trying to hold on for just a few more moments. Unfortunately that doesn't happen as it fades down to nothing. (C. huck Bolland, FL)

4790, Radio Visión, Chiclayo. November-30 SS 0802-0809. Folk music with male talks at the mid and between songs. 23322 (L. Bobrowiec, Brazil)

Solomon Islands
9541.55 SIBC, Honiara. Reactivated here - hasn't been traced on 5020v of late. BBC "World Today" relay 0600, followed by ID 0630 "This is the National Service of the Solomon Islands Broadcasting Corporation.", followed by string of adverts in English. Local reggae-flavoured song after that. Quite strong here, 29/11.(C Seager, Australia)

USA
Radio Marti, 6300, 2202-2205, November 24. Excellent signal with women reading news in Spanish, ending her segment with". . . Radio Marti." Included a few words in English mentioning Wall Street from a speech by a man. Off suddenly at 2205—before I had a chance to check parallel frequencies, 6030 was on when I checked a few seconds later, but signal was only good, and jamming was present. Punch-up error for 6030? At 2357 recheck, a weak Radio Nacional de la RASD was on 6300. (W. Craighead)

Bahrain
9745USB Radio Bahrain at 1852 UT. Middle Eastern vocal, brief announcement in Arabic by woman, then enthusiastic man and woman swapping mic in what sounded like ads. Into another vocal at 1855 UT with local instruments featuring heavy drums. Seemed pips at 1900 UT followed by talk, but too fady and noisy to read. American DX Report

Adventist World Radio - AWR Wavescan - DX Program

* USA: Currently, there is a concerted effort on the part of radio afficianados to rescue the high powered “Voice of America” international shortwave station located near Delano in California. If their efforts are successful, this station will not be demolished, but instead it will be preserved for possible use in the future, as coming political and international events may suggest. This VOA station near the American Pacific coast was constructed towards the end of World War 2, and over the years it has been modernized and updated as newer equipment has become available. The coverage area for VOA Delano has been the many countries on the Pacific rim and also Latin America. You can read about the rescue efforts that have already been implemented by checking their website at radionational.org and also by entering VOA Delano into Youtube.

* Canada: The 1 kW shortwave station located near Toronto in Ontario has recently been renovated and re-activated. With a new transmitter and a new antenna system, this station CFRX can be heard again on its familiar channel 6070 kHz, with a relay from the parent mediumwave station, CFRB on 1010 kHz. However, monitoring observations at our location in Indianapolis, 550 miles southwest of Toronto, indicate that the new antenna system is apparently oriented more for Canadian coverage rather than omni-directional coverage as it was in years gone by. The signal in Indiana is quite poor and unreliable, though it can be heard occasionally with a readable signal.

* New Guinea: Adventist World Radio has contributed half of the funds required for establishing an FM station at the Pacific Adventist University in Port Moresby, Papua New Guinea. Although the Seventh-day Adventist denomination has been on the air on multiple occasions from the radio stations throughout Papua New Guinea, this new 1 kW FM station is the first Adventist owned radio station in this country. The university campus is located at Boroko, on the edge of Port Moresby, and the target date for the initial test broadcasts from this new radio station has been some time during this month of November.

* India: Jose Jacob, VU2JOS in Hyderabad, reported on November 16 that AIR Port Blair was noted on 4765 kHz instead of the usual 4760 kHz, thus enabling listeners to tune in AIR Leh which was previously co-channel with Port Blair.

* Indonesia: The BBC Monitoring Service reports that there are sixty two radio stations on the air on the holiday island of Bali. Because of this congestion on the radio dial, the licensing authorities state that no channels are available for new radio stations on Bali.

* Namibia: BBC Monitoring also reports that NBC, The Namibia Broadcasting Commission is heavily in debt, to the amount of $250 million. The management of NBC in Windhoek is appealing to their government for financial aid in order to survive.

* Thailand: A report from Andy Sennitt via Jerry Berg states that the BBC relay station located in northern Thailand was taken off the air at the end of the first week in November due to local flooding. Some of the BBC programming was transferred to the Radio Netherlands relay station located on the island of Madagascar.

* Romania: According to Alokesh Gupta in India via Cumbre DX, Romania issued a new postage stamp and also a new coin on November 1 to commemorate the eightieth anniversary of radio broadcasting in their country.

*Australia: A report in the October issue of the Australian DX News states that HCJB Australia has received approval to construct a new shortwave station on an adjoining property at Kununurra at the top of Western Australia. It is intended that all of the transmission facilities located on the original property will ultimately be transferred to the adjacent new location.

* Australia: The same issue of ADXN also states that the transmitter facilities of Radio Netherlands at Flevo in Holland are in the process of being dismantled, though it is not known yet as to what will happen to all of this equipment and the transmitter building.

* USA: And now an interesting old item of news as our final item in this edition of American DX Report; and we take you to Chicago Illinois, on the edge of the Great Lakes. Back three quarters of a century ago, the mediumwave station WLS in Chicago reported that they received a total of 1,051,041 letters from listeners in the year 1934.

Highlights of Solar and Geomagnetic Activity
24 - 30 November 2008

Solar activity was very low through the period. No flares were observed. The visible disk was spotless.

No proton events were observed at geosynchronous orbit.

The greater than 2 MeV electron flux at geosynchronous orbit was at normal levels.

Geomagnetic field activity was at mostly quiet levels on 24 November. On 25 and 26 November, activity increased to quiet to active levels, with isolated minor storm periods at high latitudes observed on the 25th. This period of activity was due to a recurrent coronal hole that rotated into a geoeffective position. By early on 27 November, activity decayed to quiet levels and remained so through the balance of the summary period. The period began with ACE solar wind
velocities at about 270 km/s. These velocities persisted through late on 24 November when wind speed jumped abruptly to about 600 km/s by midday on the 25th. During this timeframe, the Bz component of the IMF varied from a high of +18 nT (25/0543Z) to a low of -15
nT (25/0406Z) with a Bt max of 24 nT (25/0342Z), all associated with the onset of the coronal high speed stream. Wind speeds reached a maximum of 658 km/s by late on 26 November and gradually decayed to, and ended the period at about 360 km/s.

Forecast of Solar and Geomagnetic Activity
03 - 29 December 2008

Solar activity is expected to be at very low levels.

No proton events are expected at geosynchronous orbit.

The greater than 2 MeV electron flux at geosynchronous orbit is expected to reach high levels during 03 December and 06 - 12
December.

Geomagnetic field activity is expected to be at mostly quiet levels on 03 December. Activity is expected to increase to unsettled to active levels during 04 - 06 December due to a recurrent CH HSS. Activity is expected to decrease to quiet levels during 07 - 21 December. Activity is expected to increase to unsettled levels on 22 - 24 December due to another recurrent CH HSS. Activity is expected to decrease to quiet levels during 25 - 29 December.

Kyrgyz national broadcaster suspends Radio Liberty programs

Text of report by privately-owned Kyrgyz AKIpress news agency website
Bishkek, 2 December: The Kyrgyz National Television and Radio Broadcasting corporation [NTRC; main state-owned television and radio broadcaster] has stopped allocating radio waves to Radio Azattyk [Radio Liberty Kyrgyz Service] and Azattyk television programmes have ceased to exist on the channel [of the national television].
The state television and radio broadcaster stopped allocating the waves to the radio immediately after local elections [in October 2008].
Earlier, the NTRC director-general, Melis Eshimkanov, said that the denial of rebroadcasting was connected with non-performance of contractual financial commitments by Azattyk. On its part, the radio said at that time that it had paid off the debt to the NTRC in full.
Radio Azattyk programmes are currently being rebroadcast to Bishkek and [northern] Chuy Region by Radio Almaz and to [southern] Batken [Region] by Radio Salam [privately owned radio broadcasters]. Local radio stations in Karakol [town in northern Issyk-Kul Region] are deciding the question of rebroadcasting Radio Azattyk [to the region]. In the meantime, [southern] Osh and Dzhalal-Abad regions have no opportunities to rebroadcast Radio Azattyk programmes at the moment.
Radio Azattyk has refrained from making any comments on this to the AKIpress news agency.
Top officials of the international network of Radio Liberty/Radio Free Europe from Prague are expected to arrive this week to settle this issue.

ZNBC seeks funds to upgrade transmitters

The Zambia National Broadcasting Corporation (ZNBC) is scouting for funds to purchase high capacity transmitters to replace the smaller ones in order to improve transmission of the station’s signal in the country. The high capacity transmitters will be installed in all the 72 districts in the country. ZNBC Public Relations Manager Miriam Tonga said the upgrading of transmitters from 100 W to 5 kW would improve the quality of radio signal in rural areas.
Ms Tonga, who could not disclose how much funds are required, stated that the national broadcaster was committed to improving the quality of both radio and television transmission in the country.

She was responding to concerns raised by Kalomo Central Member of Parliament, Request Muntanga, who bemoaned the poor radio reception in his area. Mr Muntanga said people in Kalomo district were unable to listen to news and update themselves with current affairs programmes because of the poor radio reception being experienced in the area.
According to Mr Muntanga, there is poor reception in the morning from about 1100 hours to 1830 hours in the evenings. He attributed the poor reception to a small ZNBC transmitter at Senkobo which only covers 10 km.
Meanwhile, ZNBC is it preparing to move to digital before the year 2015. Ms Tonga said broadcasting institutions the world over were on alert for the migration to digital systems before the June 17, 2015 deadline set by the International Telecommunication Union (ITU). She disclosed that the ZNBC would soon embark on a countrywide drive to educate the Zambian people on the effects of migrating to the digital system.
